Update on Cable TV PEG (Public Education Government) Access
Under our new Franchise Agreement with Triax, the city has been designated as
operator &the PEG access channel. The PEG access channel provides local
educational and governmental programming to local cable subscribers (City
Council meetings, Planning Commission meetings, school events, etc.). Staff has
been working with the City of Mound on a collaborative effort to continue in
providing the maintenance of the access facility in Mound and support for local
programming. Staff is still in the process of working with Triax and Mound on
the details of this transition such as budget, equipment needs, office supplies,
revenue, etc.
Currently, Chanhassen has 4,110 subscribers to cable tv compared to Mound's
2,621 subscribers. The access facility in Mound is a fully functional PEG access
facility which Mound/Chanhassen would cOntinue to operate. The equipment in
the facility is owned by Mound/Chanhassen.
The City of Mound has agreed to continue working on this collaborative effort.
Staff is recommending that we continue to work with Mound on the transition and
bring back proposed budget and revenue forecasts and a joint powers agreement
between the two cities outlining the responsibilities of the facility operations.

Participants in this unique collaborative represent the full spectrum of governmental entities
providing public service in Eastern Carver County, located in the southwest Twin Cities
metropolitan area. For over 8 years, elected officials and administrative staff of the School
District, the Cities, and Carver County have met quarterly as community leaders. This
longstanding successful cooperation around issues of mutual concern and benefit, such as
responsible financial planning, has resulted in a history that provides an auspicious foundation
for the current project. Envisioned as a destination for County residents and citizens from
neighboring regions, this project is further enhanced by the addition of the Minnesota
Landscape Arboretum and the Carver County Library System as participants.

The Eastern Carver County Community Collaborative Project includes 5 components, each of
which is described in some detail on the following pages. While each component is described
individually, it is important to note that the vision for this project encompasses a variety of
flexible, indoor and outdoor, multi-use spaces that are shared rather than duplicated and
available for use during extended days, 7 days a week, 365 days a year. A project design
challenge will be to locate related elements such as the school media center and public library
in proximity as a way to enhance shared programming and efficiency of physical space.

K-5 Elementary School
Description
650- to 700-pupil K-5 elementary school
Vision/Concept
This community school will serve as a model of collaborative planning. Because the Victoria
Collaborative Project includes the Landscape Arboretum and the Carver County Library System
as potential partners in the Educational Component, a new District 112 elementary school with
flexible, multi-use/multi-time spaces offers the opportunity to share programming and facilities
unique to the partners and the location.

· Flexible spaces for multiple use by school and community
· Open spaces with modular components
· Extended day and year scheduling
· Foreign language exploration
· Teacher preparation partnerships with the University of Minnesota and/or other higher
education sources

Arboretum Science Resource Center
Description
Science Resource Center to be built in conjunction with the K-5 elementary school. This
construction would contain classrooms, laboratories, and offices to house the Science
Collaborative
Vision/Concept
The vision of this center is to keep K-12 science education at a superior level. Each child in the
K-12 system should have knowledge and training in the sciences with the goal being a basic
understanding of how the physical and biological world works.
To further this vision, the mission of the Arboretum Science Center will be:
1. To work collaboratively with local school districts and their science teachers to develop the
best learning materials for desired learning outcomes;
2. To use teaching methods that are inquiry-based (creative problem-solving), hands-on, and
integrative of the sciences;
3. To foster lifelong learning processes; and
4. To create an exemplar for teaching science that can be replicated elsewhere.
Key Elements
· The Arboretum Science Center is a distinct program whose sole intent is to i.mprove K-12
science education by direct collaboration with school districts
· A Diving laboratory for K-12 students
· Development, in collaboration with School District staff, of curriculum and instructional
strategies and assessment approaches, meeting expectations of new State standards
· Curriculum resource library
· Expanded day and summer programs
· Internship programs for high school students
· Expanded graduate credit courses
· Hands-on learning spaces and techniques

Library-Learning Center
Description
Library-Learning Center of 3,000 square feet, physically connected to the elementary school
component and designed with future expansion in mind
Vision/Concept
This aspect of the Collaborative Project is envisioned as enhancing the "destination" concept
that has emerged as a major theme. The location will be within the everyday trail and traffic
pattern of its constituents. The Library-Learning Center serves as an intellectual base, a place
where students, teachers, families, seniors, and other community members come to research,
learn, and work.
Key Elements
A "virtual" library with clusters of computers (a model program in another part of the U.S.
takes a theme approach where each cluster of computers specializes in a different topic,
e.g., financial planning or science)
A unique collection with links to the Landscape Arboretum Andersen Library and University
of Minnesota libraries. There is potential for collaborative science programs planned by
school, public, and Arboretum librarians. The learning center can serve as a resource
center that circulates science packets for use by children, families, and/or teachers.
· The ability to search and request materials for delivery within a few days from any library in
Carver County, the Twin Cities, or the State of Minnesota
· An on-site collection with popular use as the guiding theme, including newspapers,
magazines, bestsellers, and books on tape
· Extended open hours each week, multi-use/multi-time, that would complement learning
activities or other destination events
· Physically and programmatically connected to elementary school library
· Library users in the entire county would have better access to resources/collection through
extended hours and technology availability.
· Wider community involvement and participation would benefit the school.
· Broader use of the Arboretum's expertise and materials
· All partners view this collaborative and creative use of space and resources as a model for
future projects.

Outdoor Recreation Space
Description
An extensive, multi-purpose system of playing fields, parks, and trail systems, addressing the
recreational needs of the School District and area communities. The subject site is adjacent to
the Minnesota Landscape Arboretum and Hennepin County Lowry Nature Center and will
complement and connect with existing trails.
Vision/Concept
The Collaborative Project presents an opportunity to address the community's and schools'
needs for multi-purpose, outdoor recreational space. Game fields are envisioned as
components of the Collaborative Project. Hiking and bike trails should be developed.
Collaboration in park, school, and Arboretum site development should occur in an effort to
prevent redundancy and assure well-planned, coordinated construction.
This portion of the Collaborative Project should reinforce the "destination" theme as a location
where families can participate together in lifelong outdoor learning and recreation activities.
Key.. Elements
· Development of a multi-purpose trail system, linking outdoor recreation and learning spaces
developed by project participants (hiking, biking, jogging, cross-country skiing)
· Joint park and playground development and programming for year-long activities
The following recreation fields based on priority needs of the area:
> 6-8 regulation-size soccer fields (4 lighted)
> 2 youth football fields (1 lighted)
> I general physical education/recreation field
· Coordination and cooperation in parking lot construction and street development

Community Multi-Use Space
Description
Development of the community multi-use space will be a collaborative effort, designed to
provide space for Arboretum, community, recreation, and arts activities.
Vision/Concept
To provide for multi-use "community space," flexible in design and available for groups and
organizations, art/theater activities, recreation activities, or any variety of community events.
Key Elements
· Community arts room, featuring multi-purpose space for a variety of group activities,
including performances, lectures, exhibits, and classes
Community common room, flexible in design with divisible space, located near school
kitchen and library, allowing for a variety of activities, including community meetings,
extension activities, programs or services linked to school and municipal activities, and
community health activities (i.e., preschool screening and immunization clinics)
· Meeting room, designed to accommodate small group meetings of 15-20 people
Activity space, featuring 2-3 separate rooms, accommodating a minimum of 2 basketball
courts and 4 volleyball courts. The design of this space should be versatile and flexible and
meet the needs of the school as well as the community. This space will be designed to
accommodate activities, including basketball, gymnastic, volleyball, badminton, wrestling,
and community celebrations and events.
· Youth activity storage facility, designed to meet the needs of youth athletic associations and
other programs serving youth

RESOLUTION OF SUPPORT FOR PHASE II PLANNING ACTIVITY OF
EASTERN CARVER. COUNTY, MINNESOTA,
COMMUNITY COLLABORATIVE PLANNING PROJECT
WHEREAS, the Eastern Carver County Community Leaders Forum (hereinafter referred to as
"Community Leaders Forum") has met for close to a decade to discuss and coordinate
comprehensive development issues and activities; and
WH]EREAS, the Community Leaders Forum has been considering the possibility of
.collaborating on a unique project (hereinafter referred to as "Collaborative Project") involving
the ~following components:
1. K-5 Elementary School
2. Arboretum Science Resource Center
3. Library-Learning Center
4. Outdoor Recreation Space
5. Community Multi-use Space
6. Coordination of Comprehensive Land-use Plans; and
WHEREAS, the proposed project has potential benefits as follows:
1. Cost-effective use of shared fiscal and human resources among communities and
governmental agencies, meeting the needs of the participating municipalities of
Carver, Chanhassen, Chaska, and Victoria; Carver County and the Carver County
Library Board; Independent School District 112; and the University of Minnesota
Landscape Arboretum
2. Capitalization on the interest and appeal of the University of Minnesota Landscape
Arboretum to create a regional Science Resource Center and preserve sensitive lands
critical to the Arboretum sub-watershed district
3. Creation of the opportunity to capitalize on a strategic location that would create a
year-round, regional recreational, cultural, and educational corridor in Eastern Carver
County accessible to ail area residents
4. Strengthening governmental cooperation throughout Eastern Carver County while
coordinating land-use plans benefiting neighborhood communities and the entire
southwest region; and

Several years ago former Superiniende,nt Dave Clough, myself; and others from the .S~hoOl
District, the ArbOretum,.'and the University met'to discuss how' the Arboretum's children's
education progran~ which ha~ won national awards and is, emulated in other parts of the coUntxy
Md world~ might work to enhance scienbe education 'in tha 112 School District: From that
beginning we are now i,nvolved in this very exci~ing collaborative effort'. ' .'
· There are several benefits..to the Arboretum that I Would' stress. 'First, as an outreach e~lu~atiofial
and research arm of the Univ,ersit3) of Minnesota it is. our mission to work. with communitieS
around the state to aid them 'in improving their environment. There is no .better' p.l.l.l~e to
accomplish such Outreach than 'within the cities On our borders. We are part of their life and we
work to be, a' model of good 'environmental development. Working collaboratively places us in
'the very best position to do tliis and to gain better insight .into community needs. . -
Second, our mission in children's' education i$ to enhance science edu,~ation by using hands-on
and inquiry based methods, teaching science in an. integrative manner, and making learning fun.
This .approach works best in truly collaborative settings.. The Eastern Carver County.
Collaborative provides that setting. This projec~ will allow us to work With all schools within the'
district to explore projects, methods, and perhaps even content to make science education
exciting and productive.
Third, creating such a collaboration in District 112 will allow development cfa program that is a
model for teaching which can then be translocated to other schools throughout the state. It is a
rare opportunity. Collabbrafion between Universities, school districts, cities. and counties can
only improve our entire educational system. ,
Finally, our mission is to explore, discover, conserve, and educate. It is about people, in the'
environment, not people and the environment. As w~ work to making the landscape we all live
in a better, healthier, more ecologically friendly place, we need to work with people, the citizens
who live.around our borders. This collaboration gives us that opportunity.
