Consider ReqUest for Amendment to Grading and Drainage Plan for
Springfield 5th Addition - Project No. 99-3
BACKGROUND
Staff has received a request from the developer, Lundgren Bros. Construction, Inc., to
amend the grading which was approved for Springfield 5th Addition. Back in 1993,
preliminary plat approval was received for the R°gers/Dolejsi property located in the
southwest corner of Lyman Boulevard and Highway 101. The property has been
platted as Springfield Addition. This project was constructed in numerous phases.
The site developed from east to west and as construction activities proceeded, the
berm on the westerly line adjacent to Highway 101 was established. I have attached a
copy of the approved preliminary grading and erosion control plan for the
Rogers/Dolejsi property (Attachment 3). The preliminary grading plan prOposed a
berm very similar to what is being proposed by the developer now. Currently, the
existing berm is approximately eight to ten feet higher than the proposed grading plan
submitted for approval. The grading and drainage plan submitted and approved for
Springfield 5th Addition proposed a much smaller berm; approximately one-half the
height of what currently exists on the site. This was based on the amount of fill
anticipated the site would need. However, due to soil conditions, additional fill
material was generated and placed on the berm.
PROPOSAL
The developer, Lundgren Bros. Construction, Inc., is requesting the City approve a
revised grading and landscape plan as shown on the drawings prepared by Pioneer
Engineering dated June 24, 1999 (Attachment 1). 'The berm.will be reduced in height
approximately eight feet and shifted southerly approximately 40 feet. In conjunction
with this work, the drainage swale along the south property line will be reconstructed
and berming placed along the south property line to prevent flooding to the adjacent
property to the south (Finger and Nettlesein).
Staff has worked with the developer in preparing a landscape plan which will soften
the look of the berm and provide the buffer and screening for the Springfield
development from Highway 101 in accordance with the PUD. The berm is intended to
be of low or no maintenance plant material to achieve a natural look. Planting

materials include ash, spruce, and river birch which is on site stock material to ~e
transplanted. In addition, flowering crab and amur maples represent the remaining
deciduous trees to be planted. Shrub material will include dogwood and sumac
bedded within mulch beds. The berm is located in Ouflot A, Springfield 5t~ Adfiition.
The berm will be maintained by the Springfield Homeowners Association. The~
property immediately to the west of the berm has been set aside in an ouflot lo'future
Highway 101 acquisition/expansion.
Staff has received a letter from the Klein residence which is located approxima~ly in
line with' cross section "B" on the grading plan. Their home is at an approximate
elevation of 920.5. According to the grading plan Springfield 5t~ Addition, the~rst
floor elevation to the home adjacent to the berm range from. 913 to 922. The homes
directly across the street on Summerfleld Drive range from 9'18.5 to 929. Ass~g a
two-story home, the upper levels of the home will still protrude over and above the '
proposed berm. The applicant's landscape architect supplied an elevation dra~g ('1-
1) dated July 21, 1999 (Attachment 2) of the berm looking east from HighwayS01.
This drawing also represents the future homes in Springfield 5t~ Addition. Thefiomes
assuming a two-story dwelling will extend above the height of the proposed be~n' from
Highway 101.
The City sent notices (Attachment 4) to residences within 500 feet of the berm~o
invite public comments. Staff received two telephone calls from the neighbors~o the
south and a letter from a resident to the-west (Attachment 5), Mr. Klein. Acccgding to
Mr. Klein, the berm is much higher than what was approved. He feels the ber~
impairs his view towards Lake Riley. In addition, Mr. Klein has concerns abo$ ·
maintenance of the weeds.
RECOMMENDATION
Staff has reviewed the proposal and is in support of the new grading and landscape;
plan. It is therefore recommended that the City Council approve the berm gra~_'ng
plan prepared by. Pioneer Engineering dated June 24, 1999.
