Plans and Specifications for Traffic Signal at TH 41 and
82nd Street West - Project No. 97-1B-3
The Chanhassen City Council authorized preparation of a signal justification report
for a temporary traffic signal at the TH 41 and 82ad Street West intersection as
identified in the feasibility study for the Arboretum Business Park Public
Improvement Project No. 97-1. The developer of the Arboretum Business Park
has requested that the temporary traffic signal be installed in the 1999 construction
season. The project will consist of the installation of a temporary traffic signal, a
right turn lane on westbound 82nd Street West and incidentals. The total project
cost is estimated to be $175,000. The local cost for signal installation and
maintenance will be split 50% to Chaska and 50% to Chanhassen as outlined in the
previously approved cooperative agreement. Chanhassen's share of the project
costs will be specially aSSessed against the Arboretum Business Park development.
MnDOT has reviewed and approVed the signal justification rePort submitted by the
consulting engineer, Bonestroo & Associates, for this project. Therefore, it is
recommended that the Chanhassen City Council formally approve the signal
justification report and further, authorize preparation of plans and specifications
for the temporary traffic signal installation at TH 41 and 82na Street West, Project
No. 97-1B-3.

Preparation of Plans and Specifications and Construction Administration
This project includes the following work:
- installation of a temporary traffic signal
- construction of a right turn lane on 82nd Street
- minor grading
- pavement markings
- restoration
We will provide the city with a complete set of construction plans, specifications, and special
provisions in accordance with MnDOT standards. We will also provide inspection services as
the project is constructed. Our fee for design and inspection services will be in accordance with
our city contract. The estimated engineering amount will total $19,500; $9,500 for design and
inspection of the traffic signal and $10,000 for the design and inspection of the street
improvements.

I. INTRODUCTION
This Signal Justification Report has been prepared for the intersection of Tr,~nk Highway 41 with
82"a Street in the Cities of Chanhassen, MN and Chaska, MN in Hennepin County, This report
applies various warrants Ir'or signal installation as outlined in the ~!nneso!~t Manua.1 on_ Uniform
fraffi_c. Control.De_vices (MMUTCD), by utilizing existing and projected traffic volumes and sound
traffic engineering judgement and practices. This report explains and documents the reasons for
planning to install a temporary, fully traffic actuated signal system at this location.
II. PROJECT DESCRIPTION
Intersection Location
Tile location being reviewed is the intersectiofi of Trunk Highway (T.H.) 41 with 82~'~ Street West,
82'~ street is the City limits: north of 82'~a Street is Chanhassen and Chaska is south of 87d Street.
The intersection is located in the western side of the Twin Cities Metropolitan Area. Figure I shows
the project location.
Character of the Site
Trunk Highway 41 is a state highway and serves as an "A Minor Arterial" route in a suburban
neighborhood that passes through and serves both Chanhassen and Chaska. $2nr~ Street is a local
route in the city and provides access to commercial and light industrial areas.
Trun_k Highway 4.1: Trunk Highway 41 is a rural two lane. undivided roadway. Each leg of trunk
~ig-~way 41 at the intersection has a twelve (12) foot through lane, a twelve (12) foot right turn lane,
and a twelve (12) toot left turn lane. The grades at this intersection are generally flat and pose no
significant design considerations with one exception. Approximately 800 feet north of this
intersection there is a significant hill. A vehicle should have adequate stopping distance once
topping the crest of the hill. Trunk: highway 41 is posted with a 50 mph speed limit.

Type of Work
It is anticipated that an actuated controller capable of eight i~hase operation would control this
intersection, although it will likely operate with a 5-phaa'e scheme, The traffic control signal system
will be a temporary wood pole signal system with LED red indications and LED Don't Walk
pedestrian indications.
The proposed project includes the installation of a temporary signal system and crosswalk striping,
It is also recommended to construct a right turn lane from westbound 82na Street to northbound TH
41,
A Year 2000 project along TH 41 includes mill and overlay of the highway. Future traffic volumes
indicate the need for four lanes on TH 41 from TH 5 southerly past 82~'~ Street, It would appear
appropriate to install a permanent traffic signal system at the time of the improvements to TH 41.
Time Schedule
It is anticipated that the State and the City will approve the signal justification report (S JR) in Spring
of 1999. It is proposed that the signal system will be in normal operation by summer of 2000,

Ill. SIGNAL ,IUSTIFICATION
This report documents the need for installing a traffic control signal system located at the
intersection of T.H. 41 and 82'~d Street. The signal justification is based on engineering judgement,
along with a signal warrant analysis of which utilizes March 1999 ~:raffic counts.
Existing Traffic Counks
The warrant analysis is based on turning movement counts recorded for the intersection of T.H. 41
and 82"'t Street on March 4, 1999. The p.m. peak hour volumes axe shown on Figure 3. A printout
of the 13-hour count totals is included in Appendix A,
Projected Traffic Volumes
A large multi-use development, called the Arboretum Business Park, is proposed for the area east
of T.H. 41 from 82'~'~ Street West to TH 5. This development is proposed to contain over 1,2
million square feet of mixed use. The land uses are proposed to include industrial, corm'nercial,
and residential land uses.
A revised traffic study for this development was prepared in December of 1997 by the SRF
Consulting Group. This study assumed that a major access to the site would be the intersection
of TH 41 and 82'''~ Street W. This would be the only full access movement to the site along TH
41. Traffic estimates for the development were prepared for the Year 2003, which was assumed
to be one year after opening of the development and for the Year 2012, which was assumed to be
10 years after development opening. Currently, the Arboretum Business Park is being developed
much faster than the traffic studied had assumed.
The Year 2003 estimates and the Year 2012 estimates, for both the A.M, and P.M. peak hours,
for the intersection of T.H. 41 and 82na Street are shown on Figures 4 and 5 respectively, The
recommendations in the traffic study, for the Year 2003, included two that affect the TH 41/82~
Street intersection. They were as follows:
Signalize the TH 41/82"d Street intersection
Upgrade TH 41 to a four-lane roadway
MnDOT has indicated that the upgrade of TH 41 is not in their 20-year plan and it is not likely to
occur even though it may be needed.
The volume of traffic generated by the Arboretum Business Park was, according to the 1997
traffic study, estimated at 31,000 vehicle trips per day. This would place approximately 7,000
vehicles per day in additional traffic on the east leg of 82''~ Street at the TH 41 intersection.
Using the volume data provided in the study of the business park and ~he most recent count data,
estimates of hourly volumes have been projected to the Year 2003 for the subject intersection.
The hourly volume Projections for the hours from 6:00 A.M, to 7:00 P.M are shown on Table 1.

Accident History
MnDOT accident data was collected tbr this intersection and there were five traffic accidents
recorded during the tour-year reporting period from Janua.9' 1995 to December 1998. Only one
of these accidents may have been corrected by a traffic signal. In addition, the Chaska Police
Department has 5 recorded property damage accidents during 1994 to 1998, all of unknown type.
Warrant Analysis Assumptions
Trtmk Highway 41 is considered to be the major approach and 82nd street is the minor approach.
The seventy (70%) percent reduction factor was applied to the warrant analysis based on a major
street's 85"' percentile speed being greater than forty (40-mph) miles per hour. The posted speed
limit is 50 mph and there is no reason to believe that the 85th percentile speeds are below the
posted speed limit. The population reduction factor for populations less than 10,000 does not
apply based on the fact that the city of Charthassen had a population of 11,732 and the City of'
Chaska had a population of 11,339 in the 1990 census. Population estimates for the Year 2000,
provided by each City, indicate a population of 20,500-21,900 for Chanlaassen and a population
of I5,000 for Chaska.
Right-turning movements do not impact the performance of the..i ,nlg~ection to the degree of left-
turning movements because they do not encounter as many conflict points, To account for the
lower impact right tums have on the performance of an intersection, the right-turning movement
counts have been reduced by 50 percent for the analysis results contained on Table 2.

The Year 2003 projected hourly volumes tkat were contained in Table 1 can be used to assess the
volumes with regard to signal warrants. The projections, discounting any right turn projections,
would meet all of the main volume warrants; 1, 2, 9, and 11 without any problems at all. The
projected ADT on the east leg of 82~''~ Street would range from 8,500 to 9,000 vehicles per day.

V. SUMMARY AND CONCLUSIONS
Thc current geometry' and traffic volumes warrant the installation of a traffic control signal at the
intersection of Trunk Highway 41 and 82'''~ Street West, Based on the 1999 traffic volumes, the
intersection meets Warrant I 1. The tbur-hour wa.rrartt is very nearly satisfied. Based on this warrant
and engineering judgement, a fully traffic actuated signal system is.justified at the intersection of'
Trunk Highway 4 l and 82'~a Street. The justification warrants are those provided in the Minnesota
Manual for Uniform Traffic Control Devices (MMUTCD).
The projected traffic volumes tBr the intersection for T.H. 41 and 82"'~ Street, as a result of the
Arboretum Business Park development, will increase substantially, thus further strengthening the
need for the signal. Peak hour warrants will continue to be met, as is the case today, and other
volume warrants including warrants 1,. 2, and ,9 will also be met. The case for signal justification
will be even greater than existing conditions indicate.
The Cities of Chaska and Chanhassen have paid very close attention to access along T.H. 41 in
the past in order to ensure that roadway capacity and safety are maximized. The location of the
82'~'~ street access to serve development east and west of T.H. 4l was planned as a signalized
location with spacing from access to thc north and south given consideration in order to help
protect T.H. 41.
