Botcher, City Manager ~4~ May 20, 1999 Lake Ann Park Entrance Road and Parking Lot Reconstruction Pursuant to council direction, Todd and I met with Bill Engelhardt concerning this project. What follows is the staff recommendation concerning this issue. Our recommendation is that no work whatsoever on this project Should be initiated in fiscal year 1999. Given the scope of the work, it makes far more sense to complete the work in a single action as opposed to splitting it up and having the park ripped apart for two seasons as opposed to one. Secondly, once the work is done, it will require some schedule adjustments on the part of the Park & Recreation Department to facilitate use of the park as well as construction. This type of coordination has not been initiated for 1999 and I question how effective or well received it would be if we were to start immediately. Additionally, I believe that there may be some other financing alternatives more favorable to the city. I am not in favor of taking nearly one-half million dollars from the fund identified and spending it all on one single effort. If this project is to be completed, I would recommend the city set aside a sizable amount of money over the next couple years, and at that point, move ahead with the project. The construction of West 78th Street and work on Highway 5 affords us some opportunities and some challenges. As you are aware, a maintenance building. in the park will need to be destroyed as a part of the West 78th Street project. As this building needs to be rebuilt, it may make some sense to coordinate the construction of this building with the reconstruction of existing infraStructure in the park within the same project. Additionally, if it is felt that there is a need for some additional parking in the park, this may also be a decent time to consider increasing the amount of parking available in and around a relocated maintenance building. Given the short time frame since Monday, we obviously have not been able to make these concepts more conCrete, but I believe they are worth exploring over the next several months as we begin to prepare the fiscal year 2000 budget. ~ ofChanhassen. Finally, to bid out a project at this point, when most in the industry are fairl busy, may not be as price competitive as bidding such a project in January February of 2000 (if approvedin the fiscal year 2000 budget). Admittedly, cost savings may be smaller, but I can speak with certainty after concurreh~ with Mr. Engelhardt that bidding this project at the current_time will probal give us the highest possible price for this work.
