Benson, City Engineer June 23, 1999 Award Bid for Stone Creek Drive Street and Utility Improvements Project No. 98-15 The City Council formally approved the plans and specifications and authorized advertising for bids for the Stone Creek Drive Street and Utility Improvement Project on May 24, 1999. This improvement project was petitioned for by Bluff Creek Partners and Family of Christ Lutheran Church. The bid opening for the project was held on June 18, 1999. A total of three bids were received ranging from a low bid of $239,458.50 submitted by Widmer, Inc., to a high bid of $272,963.18. The feasibility report for the project had an estimated construction cost of $239,460. However, this included estimated costs for street lighting which were not included in the final approved plans and specifications for the project. Therefore, the low bid amount of $239,458.50 is approximately 5.9% ($14,000) higher than the engineer's estimate based upon final plans and specifications. Staff believes the bid prices submitted are reflective of the late bid date and also the relatively small size of the project. It is unlikely that readvertising for bids at this point would result in significantly lower bids. The petitioning property owners for the improvement project are proceeding with the development of the Family of Christ Lutheran ChurCh site which will require the construction of the Stone Creek Drive Street and Utility Improvement Project No. 98-15. Therefore, it is recommended the City Council formally award the project to Widmer, Inc. for a total amount of $239, 458.50. Attachments: 1. Letter from Phil Gravel dated June 21, 1999. 2. Dear Anita: Bids were opened for the project stated above on June 18, 1999. Transmitted herewith are three (3) copies of the bid tabulation for your information and file. Copies will also be distributed to each bidder. There were a total of 3 bids. The following summarizes the results of the bids received. Contractor Bid Amount [,ow Widmer, Inc. $239,458.50 #2 Utility Systems of America, Inc. $255,248.50 #3 G.L. Contracting, Inc. $272,963.18 The low bidder on the project was Widmer, Inc., from St. Bonifacius, with a base bid of $239,458.50. The estimated construction cost in the Feasibility Report was $239,460. However, the Feasibility Report estimate included estimated costs for street lighting which is no longer included in the project. When removal of the street lighting is accounted for, the bid results are approximately 5.9 percent higher than the Feasibility Report estimate. The project costs are 100% assessable. These bids have been reviewed and found in order. Therefore, we recommend that the project be awarded to Widnter, Inc., for the base bid amount of $239,458.50.
