Approve TH 7/41 Intersection Improvement Project

The City of Shorewood has entered into a cooperative agreement with the Minnesota
Department of Transportation to construct roadway improvements in the area of the Trunk
Highway 7 and Trunk Highway 41 intersection. The proposed improvements are outlined
in detail in the attached letter dated May 11, 1999 from Mr. Charles Rickart, the
consulting engineering firm project manager. Mr. Rickart gave a presentation of the
proposed improvements at the May 17, 1999 City Council work session.
Within the City of Chanhassen, temporary construction easements will be taken at The
Crossings mall shopping center and Super America as well as at the property to the east
adjacent to Trunk Highway 41. One access closure will occur at the residence located
across from the Minnetonka West Middle School. This residence currently has two
driveway accesses onto Trunk Highway 41. The City of Shorewood is responsible for
purchasing and acquiring right-of-way and easements.
Staff was directed at the May 17, 1999 work session to investigate the feasibility of
constructing a trail from Minnewashta Park to The Crossings shopping center concurrently
with the project. An approximate cost estimate for the construction of this trail is $65,000
based upon a per foot cost basis of the recent trail construction project along Trunk
Highway 7. Since any costs for trail construction in conjunction with the TH 7/41 project
would be the responsibility of the City of Chanhassen, it is recommended that the trail be
constructed under a separate City contract. Preparation of a feasibility report in the future
will allow prioritizafion with other City trail needs.
The proposed project is scheduled to begin construction in August or September of 1999.
Since this is a cooperative agreement project, the City of Shorewood is the lead agency for
bidding and awarding of the project and MnDOT will provide the construction
administration for the project. A copy of the complete plans and specifications for the
project are available for review in the Engineering Department. It is recommended the
City Council approve the TH 7 and TH 41 Intersection Improvement Project S.P. 1008-
58.

The final plans and specifications for the TH 7 at TH 41 (SP-1008-58) intersection
improvements had been completed. A set of plans was sent to you in May for your review and
comment. If you have no comments or concerns with the plans, we would request that the City
approve the plans and specifications for construction.
The proposed schedule of the project is to advertise for bids in July/August and begin
construction in August / September. The City of Shorewood will be the lead agency for the
bidding and awarding of the project. The Minnesota Department of Transportation (Mn/DOT)
will provide the construction administration for the project.
Either myself or someone from our office can be in attendance at your June 28, 1999 city
council meeting if you would like a short presentation. If you have any que, stions or need any

Background
The City of Shorewood requested and was approved for Mn/DOT F.Y. 1999 cooperative agreement
funding in January of 1998. These funds were for the closing of accesses on Trunk Highway (TH) 7 at
Pleasant Avenue, Seamans Drive, Wood Drive, and Lake Linden Drive. The funds also included the
addition of a southbound mm lane at Eureka Road and the realignment and improvement to the north leg
(Shorewood Mall entrance) of TH 7 at TH 41.
WSB~& Associates was retained by the City of Shorewood to provide preliminary and final design services
for the proposed improvements.
During the preliminary design phase of the cooperative agreement project, Mn/DOT requested that
additional work be completed in the intersection of TH 41 at TH 7. The improvements that MnfDOT
requested included:
I. Westbound TH 7 to southbound TH 41 dual left turn lane.
2. Installation of a new traffic signal system.
3. Improved drainage including stormwater ponding.
Better delineation of lanes for mining on TH 41 between the Minnetonka West middle school and
TH 7.

Proposed Improvements
As a result of the preliminary design and several meeting with the City of Shorewood and Mn/DOT, a
concept layout was developed with the following characteristics:
Reconstruct the north leg of the intersection to accommodate better flow of traffic into and out of
the shopping center and Lake Linden Drive.
Provide for a dual left turn lane for westbound TH 7 to southbound TH 41.
3. Mill an overlay TH 7 through the intersection with TH 41.
Widen TH 41 from the intersection of TH 7 south through the intersection with the Minnetonka
West middle school. This will include two lanes in each direction with left mm lanes at the shopping
center access school access, and Chaska Road.

Realign the access into the Crossings Mall shopping center to accommodate better flow of traffic
for trucks and vehicles into and out of the shopping center.
Provide a pedestrian path from the Crossings Mall shopping center through the intersection of TH
7 to the Shorewood Mall.
Right-of-Way/Easements
As part of the proposed project permanent right-of-way, temporary construction easements and access
closures will be acquired. All permanent right-of-way is located north of TH 7 adjacent to and around the
shopping center. Within the City of Chanhassen, temporary construction easements will be taken adjacent
to the Crossings Mall shopping center and Super America as well as the property to the east adjacent to
TH 41. One access closure will be taken at the residence located across from the Minnetonka West
middle school. This resident currently has two driveway accesses onto TH 41.
All properties along the corridor that are impacted by the construction have been contacted by the right-of-
way agent. The City of Shorewood is responsible for purchasing and acquiring these right-of-ways and
easements.
Schedule
Final design is proceeding based on the preliminary design layout. Construction is anticipated to begin in
July 1999, with completion in late October 1999.
