WS 2004 04 26CHANHASSEN CITY COUNCIL WORK SESSION APRIL 26, 2004 Mayor Furlong called the meeting to order at 5:15 p.m. COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman Labatt, Councilman Ayotte, Councilman Peterson and Councilman Lundquist STAFF PRESENT: Todd Gerhardt, Bob Generous, Jill Sinclair, Todd Hoffman and Roger Knutson A. CITY CODE AMENDMENT, WASTE COLLECTION. Jill Sinclair introduced Marcus Zbinden and Jo Mueller from the Environmental Commission and Sheldon Swenson with Waste Management. She reviewed the city code amendments being requested by Waste Management. Marcus Zbinden stated a sub committee of the Environmental Commission had met to discuss this item and was recommending approval with the conditions that the haulers utilize a facility that has a minimum recycling rate of 95%, not including glass which is used as daily cover for landfills, and the hauler must report to the city through the Environmental Commission the facilities they utilize and their rates. Councilman Ayotte asked how Waste Management monitor's the accuracy of it's reports. Sheldon Swenson presented Waste Management's reasons for their request. Councilman Peterson asked for clarification on pricing. Mayor Furlong requested an annual report on bi-weekly versus weekly service. Councilman Lundquist asked Mr. Swenson, what's in it for the residents. Todd Gerhardt stated the council was under a 60 day time line and provided the council with options on actions to be taken. Councilman Ayotte stated he would like to see more information from Waste Management. Councilman Peterson stated he was comfortable moving forward with the request. Councilman Labatt asked why the service couldn't be weekly. Mayor Furlong had questions relating to compatibility with state law and calculations and asked the applicant for a written extension of 2 weeks. The work session was recessed at 6:00 p.m. and then reconvened at 9:05 p.m. C. CITY CODE AMENDMENT: SEXUALLY ORIENTED BUSINESSES. Roger Knutson provided legal background on the need to update the Chanhassen City Code. Mayor Furlong asked how often the ordinance is updated and the need to rely on the city attorney to make sure the city is in compliance.
