Mayor Furlong called the meeting to order at 5:30 pm.

The group discussed the merits of a number of successful projects including the 2004
playground replacements, farmers market and City Center Park. Commissioner Spizale
commented that these projects were only successful due to the cooperation between the
City Council, Commission and Staff.
The group discussed the merits of investigating a variety of new initiatives. These
included community center facilities, a dog park, pedestrian trail connections with
adjoining Cities - especially S horewood, the idea of permitting the consumption of wine
in City parks and a the need to combine trail mapping efforts with adjoining
communities.
One particular note was made to step up the efforts associated with litter patrol at the
skate park.
Discussion of Tree Preservation Ordinance
Jill Sinclair presented the proposed changes to Chapter 18 of the City Code. The changes
involve preserving trees beyond the front 150 feet of each lot, and attempting to preserve
groups of trees instead of single trees. This process has been found to be more successful
in preserving significant trees. This item will be discussed during the council meeting
held after the work session.
Water Treatment Uodate
Paul Oehme gave a brief update on what had been accomplished since the last council
update. This update included an over view of the Lotus Lake aquifer pump test and
ground water modeling and findings from the pilot plant test.
Steve Nelson with SEH, Inc. went through the reports in some detail. The ground water
pump test and modeling showed that drift aquifer had sufficient capacity to accommodate
two additional drift wells. A drawing showing the location of potential sites that could
be used for these wells were presented to council. It was determined that two drift wells
and two Jordan wells could ultimately be constructed to accommodate future demands.
Steve reviewed the pilot plant report next. The pilot plant determined that the water at
the lotus lake well field should be able to treat the water by normal aeration and filtration
processes. A detention tank was not recommended because aeration with filtration was
adequate for iron and manganese removal. This approach also removed the arsenic levels
from 9.97 ug/1 to approximately 2 up/1. This removal is well below the Minnesota
Department of Health allowable levels.
Steve then discussed the two available locations were the plant could be constructed.
Based on site constraints at the "ready mix" site, this option was not recommended. The
Lotus Lake well field site could have a plant constructed on the site, but it would be more
cost effective to build the plant to the ultimate capacity, 6000 gpm, rather than expand the
plant at a later date.
Council wanted to review the reports and continue with the discussion at a later date.
Council authorized staff to begin taking soil borings and start planning for residential
meetings. Staff will continue the discussion with council on June 14, 2004.
Mayor Furlong adjourned the work session meeting at 7:00 p.m.
