Approve Construction Contracts for 2004 MSA Street Improvements
Project No. 04-02
REQUEST (Simple Majority Vote Required)
Staff requests the City Council consider approving a construction contracts with
Northwest Asphalt, Inc. in the amount of $511,920.18 and adopt a resolution for
accepting bids.
BACKGROUND
This project will rehabilitate streets in the downtown area. The project will mill and
over lay W. 78th Street from TH 101 to W. 78th Street, from TH 101 to Market
Boulevard, W. 79th Street from Market Boulevard to Great Plains Boulevard, Market
Boulevard from W. 78th Street to TH 5, and Great Plains Boulevard from W. 79th
Street to TH 5. Sidewalk, storm sewer and curb and gutter spot repairs are also
include in this project. These types of projects are a cost effective maintenance tool
that extends the live of streets before major street improvements are required.
On March 22, 2004, the City Council approved plans and specifications and
authorized the advertisement of bids on the project.
DISCUSSION
Bids for the project were opened and read aloud on Friday, April 23, 2004 at 10:00
a.m. Six bids were submitted. The bids were tabulated, checked for errors and are
shown below. The bid tabulation is available in the Engineering Department for
review.

The low bidder, Northwest Asphalt, Inc., was under the en,~neer s estimate and the
budgeted amount. Northwest Asphalt, Inc. has worked for the City of Chanhassen in
the past. Their work and scheduling has been acceptable.
Project funding includes indirect costs, engineering consultant services, legal and a
small percentage for contingency. Proposed funding for this project is as shown
below:

WHEREAS, pursuant to an advertisement for bids for the improvement of W. 78th Street

according to law, and the following bids were received complying with the advertisement:

NOW THEREFORE, BE IT RESOLVED by the City Council of Chanhassen,
Minnesota:
The mayor and clerk are hereby authorized and directed to enter into a contract with
Northwest Asphalt, Inc. in the name of the city of Chanhassen for the improvement of the
MSA Street Improvements according to the plans and specifications therefore approved by
the City Council and on file in the office of the City Clerk.
The City Clerk is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposits of the successful bidder and the next
lowest bidder shall be retained until a contract has been signed.
Passed and adopted by the Chanhassen City Council this 14th day of June, 2004.

Dear Mr. Oehme:
On April 23rd, 2004, bids were received for the 2004 MSA Street Improvement Project in the City of
Chanhassen.
Enclosed is the bid tabulation, including the six bids that were received for the project. The bids that
were received ranged t¥om $511,920.18 to $637,838.00, with the low bid submitted by Northwest
Asphalt, Inc. The Engineer's Estimate developed for this project based on recent unit prices was
calculated at $636,719.45.
Neither the Engineer's Estimate or the received bids include work to be completed on the Twin City and
Western Railroad crossings of both Market Boulevard and Great Plains Boulevard. This work will be
completed simultaneously under a separate contract with the Twin City and Western Railroad.
Based upon our review of the bid tabulation, we have found some minor inaccuracies in the bids. These
minor addition errors have been corrected and we have found Northwest Asphalt, Inc. remains the low
bidder on the project. The corrected values have been identified on the bid tabulation.
In conclusion, it is our understanding that the contractor's low bid is reasonable for the work identified in
the plans and specifications. We recommend the City of Chanhassen award the contract to Northwest
Asphalt, Inc. in the amount of $511,920.18.
