WS 2004 06 14CHANHASSEN CITY COUNCIL WORK SESSION JUNE 14, 2004 Mayor Furlong called the work session to order at 5:45 p.m. COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman Ayotte, Councilman Labatt, and Councilman Peterson COUNCIL MEMBERS ABSENT: Councilman Lundquist STAFF PRESENT: Todd Gerhardt, Kate Aanenson, Todd Hoffman, Paul Oehme, Matt Saam, and Kelley Janes LAND USE UPDATE: CONTINUATION OF 2005 MUSA DISCUSSION. Kate Aanenson explained the handout and chart of land uses in the 2005 MUSA area. Traffic and noise attenuation were highlighted in the study as being the most important issues. She discussed the road circulation and traffic calming elements that will be incorporated into planning for the site. Mark Koegler with Hoisington-Koegler will work with staff in putting together a plan for neighborhood meetings. Kate Aanenson outlined the work the Planning Commission has done to date. Mayor Furlong asked staff to explain which items are fixed and what's flexible, what creative housing plans are, and if the size and location of an elementary school needs to be identified. Councilman Labatt asked for clarification on Audubon Road and the collector road locations, along with the need for traffic signalization. Mayor Furlong asked how staff will deal with medium density housing (8 units/acre) and how the funding for the east/west collector road will work. WATER TREATMENT UPDATE. Paul Oehme provided an update on the work that's been done since the last work session on May 24th and talked about the report provided by the consultant, SEH to make sure the City Council understands SEH's recommendation regarding capacity of the plant and to site the water treatment plant at the Lotus Lake well field. Councilman Peterson asked staff to explain why the city should spend money on a test "pilot" well if they already know there is an adequate supply of water. Steve Nelson with SEH explained how a glacial drift works and why there is a need to do testing for capacity. Councilman Ayotte asked how the time table will change and affect costs and schedule with the SCADA system, and how the Lotus Lake site will affect the neighborhood. Mayor Furlong asked for clarification on staffing and cost of the plant and how deliveries will be handled. Todd Gerhardt asked staff to explain the drawbacks that were found with the Red-E-Mix site. Mark Koegler will facilitate the neighborhood meetings and will provide information such as why the Lotus Lake well field is the best site, operational aspects, and preliminary ideas of what the facility will look like. He explained that neighborhood feedback will be incorporated into the design, construction and phasing of the project. City Council Work Session - June 14, 2004 Photos of similar facilities in the Twin Cities area will be provided. Councilman Peterson asked about the tennis court and if it should be replaced or moved. Todd Hoffman explained the city's policy on tennis courts in city parks. Councilman Ayotte asked how the process will be handled after the water treatment plant is built to get feedback from the neighborhood.
