Traut Wells in the amount of $49,100.00. BACKGROUND At the February 23, 2004 work session, staff discussed with Council the need to upgrade the City's SCADA system. Over the last 3 years, the City has spent over $90,000 per year to keep the current SCADA system operational. The proposed water treatment plant will necessitate the upgrade of the current SCADA system. The current system is unreliable and routinely gives false alarms which costs the City overtime pay and requires additional time for utility department, keeping them from other duties. On March 22, 2004, the City Council approved plans and specifications for bids for SCADA improvements, Phase I. On May 10, 2004, the City Council awarded a bid for Well No. 9 improvements and the construction of a raw watermain from the new Well No. 9 to Well No. 3. Council also considered awarding a bid for SCADA improvements, Phase I in the well drilling bid. DISCUSSION At the May 10, 2004 Council meeting, Council requested additional information on the Supervisory Control and Data Acquisition (SCADA) equipment, as manufactured by US Filter, for the Phase I improvements which was bid on April 22, 2004 along with the well drilling bid. The Phase I portion of the SCADA improvements included the upgrade of the SCADA system at Well No. 3, the new installation at Well No. 9, and the SCADA Master. The existing SCADA system at Well No. 3 will remain in operation until the Phase II upgrades are complete. The information Council requested centered on whether other parties could support the US Filter product. The integrator would then install, program, and maintain the system. This type of approach has made SCADA networks for municipal applications mainly proprietary since the integrator typically programs the system to their predilection. The system the City has bid out would eliminate the third party integrator. The manufactm'e, US Filter, would program, install, and maintain the system. This approach ensures the programming will be written to international programming standards so any programmer can look at the programming and understand how it functions. Also, the guarantees included in the bid will reduce the life cycle cost of the system. The platform this system provides is one of the most flexible systems on the market. If the City chooses to install other manufacturer's systems in the future, this system will communicate with the other components seamlessly, in the unlikely event that the US Filter product is no longer manufactured or supported, the City will have the ability to work with other integrators for future expansion and maintenance of the system. Staff has received a letter from an integrator indicating their ability and willingness to maintain the City's SCADA system if the City chooses to look for future operations and maintenance assistance. The scope of the Phase II SCADA improvements will upgrade all the other remote sites the City currently monitors with SCADA. This phase will evaluate each remote unit the City cun'ently monitors, remove the outdated hardware and software, and will install the new hardware and software. After the scope of the Phase II improvements has been defined, Council will have the opportunity to consider authorization of the project before the project is bid. RECOMMENDATION Staff recommends the City Council adopt the following motion: "The Chanhassen City Council awards the Phase I SCADA improvements to Mark J. Traut Wells in the amount of $49,100.00."
