WS 2004 06 28CHANHASSEN CITY COUNCIL WORK SESSION JUNE 28, 2004 Mayor Furlong called the work session to order at 5:40 p.m. COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman Lundquist, and Councilman Ayotte COUNCIL MEMBERS ABSENT: Councilman Peterson and Councilman Labatt STAFF PRESENT: Todd Gerhardt, Justin Miller, Paul Oehme, Kate Aanenson, and Tom Scott, City Attorney A. DISCUSS PROPERTIES IN THE RURAL SERVICE DISTRICT. Kate Aanenson provided background information on how the rural service district was established and which properties are being suggested to stay within the district. Mayor Furlong asked when the district was established and if other communities in Carver County have a rural service district. Councilman Lundquist stated he was not inclined to change the status of properties at this time, unless a property owner were to sell his property for development. Mayor Furlong asked staff to explain the financial impacts of not charging people within this district and how to differentiate between property that's being farmed and being held for investment purposes. He stated to be fair, if the city does change the ordinance regarding the rural service district, he would like to see a timeframe established, i.e. 3 to 5 years, to let people know and plan for the financial impacts. He asked staff to check the deadline for taking action, check the public notification requirements and then put the item on a future work session. B. 2005 MUSA-ARTERIAL & COLLECTOR ROADWAY FUNDING OPTIONS. Paul Oehme provided background information on funding and construction options for the 2005 MUSA area. Todd Gerhardt provided historical information on the Master Redevelopment Road Agreement made between Chanhassen, Chaska and Carver County in 1994 which provided planning and funding options for major roadways in the southern Chanhassen/Chaska area i.e. Lyman Boulevard. Jon Horn with Kimley-Horn presented maps that had been prepared to show different funding options for the construction of roadways within this area. Mayor Furlong asked about funding options for large undeveloped properties north of Highway 5. Jon Horn suggested the city look on an area by area basis. Tom Scott explained the legal issues with setting assessment rates and charging and collecting assessments in the city. The council discussed the pros and cons of doing the roadway construction all at one time or on a piecemeal basis when developments come in. Kate Aanenson talked about the economies of scale of doing an overall project. Todd Gerhardt informed the council of a neighborhood meeting being held Tuesday, June 29th regarding Lyman Boulevard and recommended that the city consider moving ahead with constructing the east/west collector road at one time versus City Council Work Session - June 28, 2004 piecemeal. Mayor Furlong asked staff to explain what would happen if the collector road was north/south versus east/west to help eliminate cut through traffic from Chaska. C. PAVEMENT MANAGEMENT UPDATE. Paul Oehme presented a power point presentation on the city's pavement management program explaining protection of the city's roadway investments by regular pavement maintenance and sealcoating on a regular basis. He provided graphics of pavement condition improvement costs. Mayor Furlong asked staff to provide the cost on a per mile basis versus square yard for future reference. There was a graph showing the 35 year street life reconstruction schedule for local streets to be used for financial planning. He outlined how streets are chosen for improvements and showed a map of watermain types, pavement survey area 3 year rotation schedule, and the pavement management program for the next 5 years. Staff's recommendation is that the City Council consider reintroducing a seal coat program and adjusting this year's street maintenance budget for additional sand and salt materials for snow plowing and additional money for spot mill and overlay and additional crack sealing and curb replacement.
