Consider Change Order No. 1 for MSA Street hnprovements

BACKGROUND
At the June 29, 2004 Work Session, staff reviewed the Pavement Management Program
with Council. The review covered the street network's current pavement condition and
needs to protect the street network investment. One item discussed was to complete more
crack sealing, pavement patching, spot mill and overlays and spot concrete curb
replacements this summer. By performing more routine maintenance and some
preventative maintenance work now, pavement life will be lengthened.
At the July 12, 2004 Council meeting, Council authorized the street maintenance budget
be increased by $50,000. The 2004 maintenance materials budget was set at $66,700.
Approximately $15,000 of this budget is spent annually on sand and salt for winter snow
plowing operations. The street maintenance crews have the necessary equipment,
laborers, and time to perform this work, except for spot concrete curb and gutter
replacement. Replacement of damaged concrete curb and gutter is necessary to improve
drainage and to keep water from entering the pavement subgrade. It is also important to
replace damaged curb for safety and aesthetics reasons.
Staff has obtained two quotes for spot concrete curb and gutter replacements as follows:

Creative Curb is currently working on the 2004 MSA Street Improvement Project in the
downtown area. Their work has been acceptable. Staff is requesting a change order be
drafted in the amount of $28,202.50 for the 2004 MSA Street Improvement project
spot curb and gutter replacements throughout the city. The remaining funds will be used
by the street maintenance crews for crack sealing, pavement patching, and spot mill and
overlays.
Funding for the increase expenditure was proposed from the Municipal State Aid Fund
account (415).
