September 8, 2004 ~ FROM: DATE: SUBJ: Proposed 2005 Lake Lucy Road Improvements Project No. 05-01 DISCUSSION Staff would like to consider including the rehabilitation of Lake Lucy Road from Galpin Boulevard to Powers Boulevard in the 2005 Street Improvement. This roadway was considered in the 2001 Street Improvement feasibility study but was never constructed. The project was postponed due to public comment and was discussed to be reconsidered for improvement after developments such as Ashling Meadows and Lake Lucy Ridge were substantially completed. The developments are now substantially complete. The roadway is in need of rehabilitation at this time. The pavement condition index (PCI) ranges from 58 to 88. Although the PCI rating is between an overlay and a sealcoat, it is recommended for an overlay at this time because the roadway has been sealcoated several times and has many areas of distressed pavement. Staff would also like to address several other items with this project. The roadway is cunently 36' wide and prone to speeding. Staff will considering nanowing the roadway to calm the traffic. Also, Lake Lucy Road has only on-street biking with no sidewalk. This is the only collector street in the City that has only an on-street bike path. Staff will look at the feasibility of constructing a 10' wide bituminous path in back of the curb. Several parcels cunently have no sanitary service or have failing septic systems. This project would consider extending sewer service to these parcels. The Building Department knows of several failing septic systems in this area and has received several inquiries when sewer would be extended to properties north of Lake Lucy Drive. Finally, most of the roadway currently has only bituminous curb which would be replaced with concrete curb and gutter. Funding for this project would come mainly from the City Municipal State Aid account and assessments to benefiting property owners. Other funding sources would be from the storm sewer utility fund and pending assessments for the sewer extension. The sewer extension would be 100% assessed back to the benefiting property owners. The 2001 feasibility study recommended an assessment of $4,050.00/ parcels. Based on the new assessment practice staff would anticipate a per parcel assessment to be closer to $2,000.
