MEMORANDUM
TO:
Mayor & City Council
FROM:
Park & Recreation Commission
DATE:
September 9,2004
SUBJ:
Recommendation Concerning Dog Park Proposal at Minnewashta
Regional Park, Carver County Parks
The idea for an off-leash dog area in Chanhassen has been a topic of
conversation amongst Park and Recreation Commissioners for a number of
years. The City currently has an ordinance restricting pets from park areas. Pets
are permitted on the city's trail system if they are leashed and accompanied by a
person who has in their possession the materials necessary to clean up pet waste.
An off-leash area or "dog park" is a location area, most commonly fenced, that
pet owners can take their dogs to play, run, and socialize with other dogs and
their owners.
Our existing municipal park system does not offer an ideal location for the
establishment of an off-leash area. During a recent master planning process,
Carver County identified a location for an off-leash dog area in Minnewashta
Regional Park; however, the Carver County Park Department is not in a position
to fund the dog park. In an attempt to expedite the construction of the off-leash
area, the county has made a pitch to neighboring communities - contribute
$40,000 to the project and the county will move forward with plans to construct
and operate the facility.
It is the recommendation of the Park & Recreation Commission that the City
Council include a $20,000 pledge to Carver County in the 2005 Park &
Recreation CIP and become a party to this cooperative effort.
