Approve plans and specifications and authorize advertisement for bids for Lift
Station No.2.
DISCUSSION
In 2002, a feasibility study was complete and adopted by Council that reviewed
proposed sewer utility improvements along the west side of Lotus Lake. The
purpose of the report was to identify improvements to increase the reliability and
capacity of the sewer lift stations and forcemains and to eliminate forcemain
pumping conflicts.
The improvements were programmed in three phases. The first phase was
completed in 2002 at Lift Station No. 10. These improvements included the
installation of a standby generator and miscellaneous pipe work. This project was
proposed and built to address reliability issues at the site because of frequent
power disruptions. The second phase was completed in 2003 at Lift Station No. I
which included increasing the size of the forcemain and separating the flows from
Lift Station No. 10 force main. The last phase of the project is proposed at Lift
Station No.2 on Frontier Trail. Currently, Lift Station No.2 pumps into
Forcemain No 10. At times, this creates a conflict when the two lift stations
pump at the same time which is hard on the pumps and equipment and decrease
the total capacity of sewage pumped for the two lift stations. In the past, during
high demand periods Lift Station No.2 has backed up and overtopped the lift
station. Due to current problems with the design of the lift station and additional
development in the area, the improvements to Lift Station No.2 are recommended
at this time.
The proposed improvements at Lift Station No.2 would be to construct a new
force main to pump to a gravity sewer system. Staff has reviewed the present and
future pumping needs of Lift Station No.2 and recommends replacing the exiting
4" forcemain with a 6" forcemain. The pumps for the lift station would also be
replaced with slightly bigger pumps. Staff has also evaluated where the

forcemain would connect. The best location is at a trunk sewer main at the
intersection at Frontier Trail and Chan View. Staff preformed a flow test at this
location to determine the current flow and to ensure the system can accommodate
the additional flow. Staff hired a consultant to survey the project area and staff
drafted the plans for the project. Borings will be taken to help identify what soil
types are present. The force main is proposed to be installed using a directional
boring technique or no dig method. This type of installation is proposed to
minimize the excavation of the pavement surface and minimize the inconvenience
to the residents and traveling public. Excavation is only anticipated at the
connection points to the lift station, manhole, and at the directional bore pit. The
residents in the area will be notified in advance of the project and construction
dates. No interruption in sewer service is anticipated due to this project.
The project is proposed to be bid out for the directional bore work and quoted out
for the pump and electrical work. The directional bore work is estimated at
$85,000 and the pump and electrical work is estimated at $45,000. Staff feels the
City would get better prices to split the work into two projects because of
contractor markup for subcontractors.
The project is anticipated to start in late October and be completed by November
19,2004. Council will review and consider authorization of bids before entering
into a contract for this work.
The project was budgeted for 2004 in the 2004-2008 CIP, Project No. SS-OI5.
Funding is 100% from the sewer and utility fund.
