REQUESTED ACTION (Simple Majority Vote Required)
City Council is recommended to authorize preparation of a feasibility study for
the 2005 Street Improvement Project and approve a consultant work order in the
amount of $137,911 with HTPO, Inc.
DISCUSSION
The City of Chanhassen Pavement Management System and Fi ve- Year CIP has
identified the following streets for improvements in 2005:
Foxford Road
Eastwood Court
Meadowlark Lane
Deerbrook Drive
City Hall Parking Lot
Homestead Lane
Flintlock Trail
Pineview Court
Pioneer Circle
Fire Station # 1 Parking Lot
In addition, staff is recommending that Market Boulevard, north of W. 78th Street;
Chan View, from Market Boulevard to Laredo Drive; and Lake Lucy Road, from
Galpin Boulevard to Powers Boulevard; be considered for improvements at this
time.
Market Boulevard and Chan View are each in the area of City Hall and Fire
Station #1 and are in need of repair. Storm sewer improvements within the City
Hall parking lots would connect with the existing sewer in Market Boulevard and
necessitate improvements to Market Boulevard.
Staff would also like to consider including the rehabilitation of Lake Lucy Road
from Galpin Boulevard to Powers Boulevard in the 2005 Street Improvement.
This roadway was considered in the 2001 Street Improvement feasibility study
but was never constructed. The project was postponed due to public comment
and was to be reconsidered for improvement after developments such as Ashling

Meadows and Lake Lucy Ridge were substantially completed. The developments
are now substantially complete.
The roadway is in need of rehabilitation at this time. The average pavement
condition index (PCI) for Lake Lucy Road is 70.4. Although this PCI rating is
between an overlay and a sealcoat, it is recommended for an overlay at this time
because the roadway has been sealcoated several times and has many areas of
distressed pavement.
Staff would also like to address several other items with this project. The
roadway is currently 36-feet wide and prone to speeding. As part of the
feasibility study, narrowing the roadway will be considered in an attempt to calm
the traffic. Also, Lake Lucy Road has only on-street biking with no sidewalk.
This is the only collector street in the City that has an on-street bike path. The
study will look at the feasibility of constructing a 10-foot wide bituminous path in
back of the curb on one side of the street. In addition, several parcels along the
road currently have no sanitary service or have failing septic systems. This
project would consider extending sewer service to these parcels. The Building
Department knows of several failing septic systems in this area and has received
several inquiries as to when sewer would be extended to properties north of Lake
Lucy Drive. Finally, most of the roadway currently has only bituminous curb
which would be replaced with concrete curb and gutter to aid in drainage of the
roadway.
Staff solicited proposals from the engineering consultant pool for complete
engineering services on the proposed project. All five (5) firms submitted
proposals. The following table represents the proposals received from the firms
that responded to the request for proposals (RFP):

All of the engineering firms submitting proposals are qualified to complete the
scope of work.
FUNDING
Funding for this project would come mainly from the City's Municipal State Aid
(MSA) account and assessments to benefiting property owners. Other funding
sources would be from the storm sewer utility fund, street assessments, and

pending assessments for the sewer extension. The sewer extension would be
assessed 100% to the benefiting property owners.
RECOMMENDED MOTION
Move to authorize preparation of feasibility study for 2005 Street Improvement
Project and approve consultant work order with HTPO, Inc. in the amount of
$137,911 for complete engineering services related to the project.

Project Description:
RehabilitationlReconstroction of Lake Lucy Road (MSA #101-020) from Galpin
Boulevard to Powers Boulevard (approx. 1.5 miles). Project will include: the mill and
overlay of the I:xisting pavement, installation of concrete curb & gutter, along with the
installation of a new City trail along the length of the road. Estimated Construction Cost
for this project is $950,000.
Rehabilitation of approx. 13,000 feet of various roadways. Rehab will include the mill
and overlay of the existing pavement, patching, curb and gutter replacement/repair, srorm
sewer improvements, mill/overlay of 3 City-owne::d parking lots, along with an estimated
$50,000 of trail mill/overlay. Estimated Construction Cost for this project (excluding
mil mill) is ,5360,000.
Project is anticipated to be assessed to abutting property owners at a rate of 40% of
project cost and 100% for new Sanltary sewer along Lake Lucy Road.

Consultant Statement of Special Skins and Qualifications:
HTPO specializes Í11 street reconstruction work and has successfully
completed feasibility studies, construction documents, and
construction management for these types of projects for the City of
Chanhassen and other munidpalities in the metro area. We
understand the concerns of adjacent property owners and work hard to
keep them informed and to keep their disturbances and inconveniences
to a minimum.
Our recent project experience includes:
2002/2003 Logan Avenue State Aid Street Improvements and CSAHl
and We at 98th Street Intersection Improvements - City of
Bloomington
This project involved construction documents including new concrete
curb and gutter, roadway widening; realignment, storm sewer
relocations; and utility repairs.
2002 State Aid Street Restoration/Overlays - City of Chanhassen
The project scope encompassed feasibility report, construction
documents, and construction administration/ inspection including curb
repairs, crack filling and sealing, edge milling and overlay for various
streets throughout the City.
2003 Hillcrest¡ Alpine Street Reconstruction - City of Eden' Prairie
This residential street project entailed preliminary design, construction
documents, construction administration, staking, and inspection
including addition of concrete curb and gutter, developing crowned
roadway sections, repairs and additions to storm sewer and
stormwater treatment, minor utility modifications, and continuous
communication with property owners.
HTPO brings intimate knowledge to the project. We were previously
involved in the preparation of a feasibilitysrody on this section of Lake
Lucy Road. We have provided construction management/ inspection
on a multitude of sites in the proximity of the roadways within the
proposed project including Burlwood Court, Knob Hill, Vandemore
Addition, and Big Woods on Lotus Lake. We understand staff
expectations, and will work closely with the staff to provide a
successful project for the City, affected residents, and corrununity of
Chanhassen.
