Award of Project for Country Oaks Drainage Improvements-
Project SWMP 12-BB
REQUEST
Staff requests the City Council approve a construction contract in the amount
of $18,450 to Kusske Construction Company for work to be performed on the
above-referenced project.
VOTE
Awarding the project requires a simple majority of City Council members
present.
BACKGROUND
Since 2001, City staff has been in conversations with the residents in the
Country Oaks, Oaks of Minnewashta and Oak Ridge subdivisions regarding
storm water drainage and groundwater issues within that neighborhood. These
three subdivisions converge at a single point and it appears that storm water
issues were not adequately anticipated and addressed during the subdivision
and build-out processes. Rear yard drainage swales in the Oak Ridge and
Country Oaks subdivisions were not properly encumbered by drainage and
utility easements and were not checked to ensure they were functioning
properly before work on the properties was complete.
Staff has been working with the residents in this area to come up with a plan
to route storm water from the rear yards of homes on Hallgren Court into the
storm water pond, as initially proposed with the Oak Ridge subdivision.
Routing the water into the pond will decrease the amount of surface water
flowing through the rear yards of the homes on Country Oaks Drive.
This area has very high local groundwater levels. City staff has discussed the
groundwater levels with residents and explained that this project will not

address issues related to groundwater. However, it will manage the surface water issues
arising from incorrect storm water routing.
CURRENT PROJECT
Quotes for the project were opened on Thursday, September 23,2004. Three quotes were
submitted. The quotes are shown below along with the engineer's estimate.
$18,450.00
$19,825.00
$28,150.00
The low bid by Kusske Construction Company is approximately 1 % over the engineer's
estimate.
The City will facilitate a meeting between the contractor, the project engineer and the
neighborhood residents to discuss the details of construction during the week of October
11,2004.
FUNDING
The funding for this project will come from the City's Surface Water Management Plan
fund (Fund 720). This project falls into the Surface Water Management Plan
Implementation portion of the City's Capital Improvement Plan ($305,000).
RECOMMENDATION
Staff recommends that the City Council adopt the following motion:
"The Chanhassen City Council awards a construction contract for the Country Oaks
Drainage Improvements to Kusske Construction Company in the amount of $18,450."
