A ward of Bids for Lift Station No.2 Improvements

REQUEST
Staff requests the City Council approve a construction contract in the amount of
$73,048 to EBI Drilling, Inc. for work to be performed on the above-referenced
project.
BACKGROUND
On September 24,2001, the City Council authorized the preparation of a feasibility
study to look at improvements to Lift Stations 1,2 and 10.
On July 8, 2002, the City Council approved the feasibility study and ordered projects
for improvements to Lift Stations 1 and 10.
On September 27, 2004, the City Council approved plans and specifications and
authorized the advertisement of bids for Lift Station 2 improvements.
DISCUSSION
This is the final phase of a 3-phase project that included improvements to Lift Station
Nos. 1, 2, and 10. This last phase of the project is proposed at Lift Station No.2 on
Frontier Trail. Currently, Lift Station No.2 pumps into the Lift Station No. 10
forcemain. At times, this creates a conflict when the two lift stations pump at the
same time which is hard on the pumps and equipment and decreases the total capacity
of sewage pumped for the two lift stations. In the past, during high demand periods
Lift Station No.2 has backed up and overtopped the lift station. Due to current
problems with the design of the lift station and additional development in the area, the
improvements to Lift Station No.2 are needed at this time.
The proposed improvements at Lift Station No.2 will be to construct a new
forcemain to pump to a gravity sewer system. Based on the present and future
pumping needs of Lift Station No.2, the exiting 4" force main will be replaced with a
6" forcemain. The forcemain will outlet to a trunk sewer main at the intersection of
Frontier Trail and Chan View (see attached map). Staff performed a flow test at this
location to determine the current flow and to ensure the system can accommodate the
additional flow. The forcemain is proposed to be installed using a directional boring
technique or no dig method. This type of installation is proposed to minimize the

excavation of the pavement surface and minimize the inconvenience to the residents
and traveling public. Excavation is only anticipated at the connection points to the lift
station, manhole, and at the directional bore pit. The residents in the area will be
notified in advance of the project and construction dates. No interruption in sewer
service is anticipated due to this project.
Bids for the project were opened on Thursday, October 14,2004. Four total bids were
submitted. The bids are shown below along with the engineer's estimate.

The total bid by EBI Dri lling, Inc. is less than 11.1 % below the engineer's estimate.
Because of this cost savings to the City, staff is recommending that the alternate bid
for pavement patching be accepted and incorporated into the construction contract
with EBI Drilling, Inc.
While EBI Drilling, Inc. has not done work in Chanhassen before, they have provided
references on numerous directional drilling projects they have completed in the metro
area. Staff has checked their references and they have all been favorable.
The project is anticipated to start in early November and be completed by November
24, 2004. The project was budgeted for 2004 in the 2004-2008 CIP, Project No. SS-
015. Funding is 100% from the sewer utility fund.
RECOMMENDA TION
Staff recommends that the City Council adopt the following motion:
"The Chanhassen City Council awards a construction contract for Lift Station 2
improvements to EBI Drilling, Inc. in the amount of $73,048.00."
