CC 2004 11 08 CHANHASSEN CITY COUNCIL REGULAR MEETING NOVEMBER 8, 2004 Mayor Furlong called the Canvassing Board to order at 6:50 p.m. After reviewing the results from the 2004 election, the following motion was made. Resolution #2004-77: Councilman Labatt moved, Councilman Ayotte seconded to approve the election results as presented. All voted in favor and the motion carried unanimously with a vote of 4 to O. Todd Gerhardt commended the election staff, especially Karen Engelhardt, for all their hard work with this election. Councilman Labatt moved, Councilman Ayotte seconded to adjourn the Canvassing Board. All voted in favor and the motion carried unanimously with a vote of 4 to O. The board meeting was adjourned at 6:55 p.m. Mayor Furlong called the regular City Council meeting to order at 7:00 p.m. The meeting was opened with the Pledge to the Flag. We appreciate you joining us. There is one change on the agenda that was published. Item number 2, the applicant has requested that we remove that for consideration this evening so that will be brought back at a later meeting as appropriate. Are there any other additions or modifications to the agenda? Ifnot, subject to the one that I just mentioned, the agenda will stand approved. There are no public announcements here this evening. City Council Meeting - November 8,2004 CONSENT AGENDA: Todd Gerhardt: Mayor, under (c), if we could include that the bid includes sales tax in their item. We showed what the true expense was, but did not include the sales tax so that motion would include sales tax as a part of that item. Mayor Furlong: Certainly. Any other items? Approval of Minutes: -City Council Work Session Minutes dated October 25,2004 -City Council Summary and Verbatim Minutes dated October 25,2004 Receive Commission Minutes: -Planning Commission Summary and Verbatim Minutes dated October 19,2004 -Park and Recreation Commission Summary and Verbatim Minutes dated September 28, 2004 b. Approval of Master Utility Agreement with MnDot for the TH 212 Project No. 03-09. c. Award of Contract for Electrical Improvements to Lift Station No.2, Project 01- 11 C, as amended. d. Approve Amendment to Settlers West Development Contract, Project 04-013. e. Accept Donation of Property to the City from Thomas & Beatrice Zwiers, Project 04-13 . f. Approve Amendment to LaHaye Addition Final Plat and Development Contract, Project 03-07. g. Approval of Site Plan Review and Conditional Use Permit for a Retail Building Located at Highways 7 & 41, Planning Case 04-34. 1. VISITOR PRESENTATIONS: None. 2 City Council Meeting - November 8,2004 COUNCIL PRESENTATIONS: Mayor Furlong: I guess I'd like to say one thing and that is just to formally recognize and thank all those that helped as election judges and helped put on the election this last Tuesday. We had very high voter turnout. Depending on how you calculate it, in the 80's or 90's percent turnout, which is phenomenal. That was, and except for lines early in the morning as people were waiting to get in before the polls even opened, generally everybody moved through very well I understand so to all those that helped as election judges, we sincerely thank you for your efforts in making the elections go so smoothly. Any other items? Discussion or council presentations? If not, I'll move to Mr. Gerhardt. ADMINISTRATIVE PRESENTATIONS: Todd Gerhardt: You took my fire Mayor. I was going to thank the election judges and the entire election staff. They did a fantastic job in helping out with such a high turnout of voters and they did a great job with no problems or anybody questioning the vote so it went smoothly. Mayor Furlong: Thank you. Councilman Labatt. Councilman Labatt: One question for Justin real quick. Mayor Furlong: Certainly. Councilman Labatt: You sent out that e-mail regarding that Center Pointe grant for that defib. Could you just update us on that. Justin Miller: Sure. A few months ago we applied for a grant application to put an AED, External Defibulator in the CSO vehicle. We did receive that grant. It was about a $2,500 grant. We have to match that and so we're going to buy a similar device and put it in the senior center, so we'll have one in the senior center, one in the CSO vehicle. Those will be ordered probably within the week. Somebody from Center Pointe Energy will be at our December 13th meeting and present us with the check. Councilman Labatt: Great. Mayor Furlong: Very good. Any other questions for staff? CORRESPONDENCE DISCUSSION. Councilman Peterson: Mr. Mayor, the only point I'd like to offer regarding that is the report of the farmers market, which was generally a positive report and I think it reinforced the fact that it is starting but it is growing and they intend to do it again next year so I'm looking forward to seeing that be a 20 member, or 20 market thing in a couple years so. 3 City Council Meeting - November 8,2004 Mayor Furlong: Okay, very good. Councilman Labatt said we had to get the meeting done by 7: 15 so we can sit here for the next 7 minutes. Unless you'd like to offer a motion to adjourn. Councilman Labatt moved, Councilman Ayotte seconded to adjourn the City Council meeting. All voted in favor and the motion carried unanimously with a vote of 4 to O.
