CHANHASSEN CITY COUNCIL
WORK SESSION
NOVEMBER 22, 2004
Mayor Furlong called the work session to order at 5:35 p.m.
COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman Ayotte, Councilman
Labatt, Councilman Peterson and Councilman Lundquist
STAFF PRESENT: Todd Gerhardt, Justin Miller, Bruce Dejong, Kate Aanenson, Paul
Oehme, Todd Hoffman and Richard Rice
COMPREHENSIVE 2005 BUDGET REVIEW. DEBT SERVICE. CASH
BALANCE AND CAPITAL IMPROVEMENT BUDGET.
Bruce Dejong gave a power point presentation on this item. Mayor Furlong asked for
clarification regarding market value increases as related to limited market value.
Councilman Lundquist asked what examples of catastrophic events wouldn't be covered
by insurance and clarification on the amount recommended for catastrophic reserves.
Councilman Ayotte asked staff to validate the percentage recommended. Todd Gerhardt
explained how bonding agencies like to see cash reserves. Mayor Furlong stated his
support for reserves, but asked staff to identify events and the amount of money projected
to be needed for such events. Bruce Dejong explained that the percentage is whatever
amount the City Council is comfortable with. Todd Gerhardt stated staffwould meet
with Tautges-Redpath and bring information back to the council. Mayor Furlong stated
he liked the long term numbers and thanked staff for all their hard work on the budget
presentation.
DISCUSS RESOLUTION OF SUPPORT FOR IMPROVEMENTS TO TH 5 AND
TH 41.
T odd Gerhardt explained that staff is looking for a resolution in support of the
improvements on Highway 5 west of Highway 41. Paul Oehme explained the specific
construction plans, short term and long term scheduled to occur in Chanhassen. Mayor
Furlong explained the role of the City ofChanhassen as it relates to other cities i.e.
Victoria, Waconia" Norwood/Young America. Paul Oehme stated a resolution would be
on the next City Council agenda.
APPOINTMENT TO MINNETONKA COMMUNITY EDUCATION ADVISORY
BOARD.
Todd Gerhardt explained the concerns versus benefits to the City ofChanhassen on
having representatives on this Advisory Board. Councilman Ayotte expressed concern
with the financial shape of the school district and the need for future referendums. Todd
Gerhardt recommended that one staff member and one City Council member be
appointed to the advisory board. Councilman Labatt asked for clarification about the
time commitment. He then volunteered as the City Council representative.
Mayor Furlong adjourned the work session meeting at 7:00 p.m.
