DATE: RE: American Legion Convention Parade Request BACKGROUND For several months, staff has been discussing logistics regarding a parade for the Third District American Legion Convention which will be held in Chanhassen May 13-15,2005. The local American Legion Post 580 has been selected to host next year's convention, and one of the responsibilities of the host is to organize and conduct a parade. The proposed route would follow the annual Fourth of July parade route, but would terminate at the entrance to the City Hall parking lot off of Kerber Boulevard (see attached map). The American Legion is requesting that the City assist in providing parking barricades and no parking signs along the route. There will also be a need for traffic control, most likely utilizing community service officers and Carver County Sheriff's Department resources. They are also requesting use of the new City Center Park for a memorial service and program on Sunday, May 15th. Several meetings have been held with Mr. Dick Mingo, who is representing the American Legion Post 580. Sgt. Jim Olson and Todd Hoffman, Park and Recreation Director, have reviewed the request and believe it to be feasible with further coordination between all parties. Due to scheduling conflicts, Mr. Mingo will be unable to attend any City Council meetings until March. Therefore, he is seeking approval before the end of the year so that appropriate arrangements can begin to be made. RECOMMENDATION Staff believes that this event will be a great way to showcase downtown to our Third District American Legion Convention visitors and recommends that the City Council approve the parade request and ask that staff continue to work with the American Legion on further details and provide an update to the council in late spring/early summer. The Chanhassen American Legion Post 580 is hereby requesting a permit to conduct a Parade on Sunday May 15, 2005 as part of the Third District American Legion Convention to be held in Chanhassen for the first time in history on May 13,14 and 15th, 2005. The Parade will begin at 1 :00 P. M. and last about 1 to 1 1/2 hours. Staging will begin at 12 Noon. It is further requested that the city provide parade barricades and No Parking signs for the parade route as well as No Parking signs for the streets to be used as staging areas for the parade. The parade route to be used is as found on the attached street map of the downtown Chanhassen area. It is also requested that American flags be placed on the streets of Chanhassen during the convention which could then remain up for Memorial Day weekend which two weeks later In addition we request permission to hold our Memorial service and program on Sunday June 15th, 2005 in the new city park just east of the new library. We also will need the flags on the large flag poles on the southeast corner of the park lowered to half mast during the program. If possible we request that one or two aluminum bleachers be placed in the park for the spectators attending the service. The program begins at 9:00 A.M. and will last about an hour. If inclement weather occurs the program would be moved to the auditorium of the Chapel Hill Academy. Needs- 1. Small speakers platform 2. Additional Seating -Metal Bleachers? ? 3. Flags on Large Flag Poles lowered to half-mast during Memorial service Parade Sunday May 15th Parade Route- - - Same as Chanhassen July 4th Parade but end of parade in City athletic field north of City Hall. Parade units disband in grade school parking lot. Number of Units- About 40-45 units expected. A large number of them will be Legion color guard and drill teams representing various Posts in 3rd District. Time - 1 :00 P.M. - 2:30 P.M. (Might be finished sooner than this! ) Needs- 1.Street barricades along Parade route. 2. No Parking Signs. 3. Some Traffic control 4. Parade judges and announcers stand. We will furnish volunteers to help man barricades and staging areas.
