Update on Bi-weekly collection of recycling
UPDATE
In May of this year, the City Council approved an ordinance change to allow for
bi-weekly collection ofrecyclables. In late May, Waste Management delivered
60-gallon, wheeled recycling carts to Chanhassen customers and implemented a
bi-weekly, single-sort collection of recyclables in June 2004. It has been six
months since the beginning of the single-sort collection and collection reports
for those months have been submitted to the city.
BACKGROUND
Waste Management requested a change in Chapter 16, Solid Waste, to allow for
bi-weekly collection of recyclables using a single-sort method. When the
program was implemented in Chanhassen, each customer received a large
container for recyclables which would be collected every other week.
Approximately six weeks after the start of the program, Waste Management
distributed a recycling program survey to each of its Chanhassen customers.
Residents were asked what they liked/didn't like about the program and why
they felt that way. The response rate was 47%. Attached is a summary of the
survey. In general, the responses were overwhelmingly positive. Results of
note included that the majority of customers liked the single-sort method, the
two most popular reasons for why they liked it were 'Easy' and 'Convenient',
and they set out their recycling every other week (as opposed to less frequently).
There was a slightly less positive response to the every other week type of
collection. Customers did voice that they would like to have the option of every
week collection. According to Waste Management, the finances of the program
work only with an every other week collection routine.
According to recycling reports, the amount of recyclables collected has
increased since the inception of the single sort recycling program in April 2004.
Collection reports from first quarter measure 211 tons of recyclables collected.

Reports from second quarter, after single-sort was implemented, a total of 298
tons of recyclables were collected. Third quarter reported 292 tons collected.
SUMMARY
Staff believes that the new program has met the needs of Chanhassen customers.
The change in weekly collections has not had any detrimental effect on
recycling in the city and perhaps has increased the total amount collected from
residents.
