The group has identified several perceived and documented needs throughout the corridor. The goal is to try to include these needs in MnDOT's 20-year Transportation System Plan. The needs identified were split into short, near and long-term. ~ I The needs identified within the City of Chanhassen include: Short Term (2005 throUl!h 2007) · Traffic signal installation - Proposed Minnewashta Parkway/Arboretum Drive intersection · 4-lane roadway construction based on corridor study · Double left turn lane construction - Eastbound at TH 41 Near Term (2008 throul!h 2014) · Traffic signal installation - Arboretum Drive/Crimson Bay Road intersection · Wider and paved shoulders - Along segment with existing narrow shoulders · lO-ton structural capacity upgrade - Applicable to entire corridor · 4-lane roadway construction - Designated locations based on corridor study Lonl! WHEREAS, the number of households in Carver County is projected to increase by over 110% by 2030, with a population that will have grown from 48,000 in 1990 to 154,540 in 2030; . . ¡, WHEREAS, development of both housing and new businesses is increasing dramatically in communities along Trunk Highway 5; ~ J J WHEREAS, the current two-lane highway west of Trunk Highway 41 is clearly inadequate to meet today's needs resulting in congestion and safety problems and will obviously not be adequate to meet the demands that will be placed on it in the next few years; ! J WHEREAS, the safety problems on Trunk Highway 5 necessitate immediate improvements in some critical areas; WHEREAS, the Trunk Highway 5 Task Force of the Southwest Corridor Transportation Coalition consisting of Carver County, the cities of Chanhassen, Norwood Young America, Victoria and Waconia and Laketown Township worked to assess and identify specific improvements to Trunk Highway 5 needed in the short-term and in the long-term; WHEREAS, the Minnesota Department of Transportation is currently in the process of updating its 20-year Transportation System Plan; NOW, THEREFORE, BE IT RESOLVED, that the members of the Trunk Highway 5 Task Force and the Southwest Corridor Transportation Coalition believe that the list of projects identified on Exhibit A is needed to improve the mobility and safety on Trunk Highway 5 and request the Minnesota Department of Transportation to include those projects in the Metro District's Transportation System Plan for completion during the years indicated on Exhibit A. Governor Molnau: The Southwest Corridor Transportation Coalition's Highway 5 Task Force has been evaluating needed improvements to the Highway 5 Corridor. We believe that Trunk Highway 5 needs to be substantially upgraded and/or eventually expanded to four lanes. Due to the pace of development, it is increasingly important to protect future right-of-way. For that reason, we believe an immediate priority in the corridor is officially mapping of Trunk Highway 5 and the affected communities are prepared to cooperate with the project. During the summer, we developed a list of prioritized improvements for the corridor which spans ftom Highway 41 in Chanhassen through Victoria and Waconia to Highway 212 in Norwood Young America. We are enclosing our evaluation and ask that it be considered by the Department in updating the Transportation System Plan. We are urging MnDOT to upgrade the classification of High way 5 as part of this plan update. We believe its classification as a Preservation Corridor has diminished our ability to participate in opportunities which could assist in funding the necessary improvements. We believe the highway should be classified as a Management Corridor. This highway is important to our communities. It is the only road in Carver County that links these four communities together. This corridor is in need of many safety and access management improvements due to the growth in our area. Development of both housing and new businesses is increasing dramatically in communities along Trunk Highway 5. The CUlTent highway is clearly inadequate to meet today's needs let alone future needs. The four communities and Carver County have prioritized the various improvements by dates when the improvements are needed. Attached is a copy of the list that has been developed. The list includes Short Term, Near Term, and Long Termimprovements. The Short Term Improvements are planned or need to be completed within the 2005 to 2007 timeftame. The Near Term Improvements need to be completed between 2008 and 2014. Long Term Improvements would be accomplished between 2015 and 2024. Many of these improvements are driven by development that has occurred, is occurring and will occur along the corridor. Task Force members understand that the Department is facing a growing need for transportation improvements throughout the Twin Cities Metropolitan Area with limited dollars. We appreciate the Department's willingness to look at smaller projects with safety implications in addition to the major Page 2 highway projects needed in the metropolitan area. With so many competing needs, we are prepared to work with the administration to support financing options so that improvements such as those we envision for Trunk Highway 5 can be accommodated in MnDOT's budget. The Coalition greatly appreciates the commitment of the administration and MnDOT to this part of the metropolitan area, including the Department's decision to accelerate the completion of the New Highway 212 project through the transportation bonding bill passed during the 2003 Legislative Session. We look forward to an on-going discussion with MnDOT about the status of the Highway 5 corridor. We appreciate your interest in this issue and would welcome an opportunity to discuss how we can partner to further these objectives.
