Update on 2005 Street Improvement Project No. 05-01
DISCUSSION
On November 22, 2004, staff presented Council with the preliminary finding of
the 2005 Street Improvements. At the meeting, staff discussed the scope of next
year's project, assessment amounts and why the project was proposed.
As a review, the proposed project areas include:
Pioneer Trail Area
Foxford Road, Eastwood Court, Meadowlark Lane, Deerbrook Drive, Homestead
Lane, Flintlock Trail, and Pineview Court. The improvements in this area
generally include an edge mill, crack repair, and a full IS' overlay of the entire
street width. The proposed per lot assessment rates for the 2.5 acre lots in this
area range from approximately $1,800 to $2,400. The costs generally vary
depending on the amount of pavement distress repairs estimated. Staff compared
the cost of pavement repairs with edge milling and overlaying to milling full
depth milling the street and paving 3.5" of new bituminous. The full depth mill
would be more costly vs. the repair, edge mill and overlay. The pavement life
would be generally the same because we would anticipate needing another mill
and overlay of the street between 15 and 20 years no matter which option is used.
This area will be in the 2020 MUSA area and could receive utility service at that
time. The streets are currently rural section with drainage ditches and no curb. In
the future, this area may choose to extend services to their property at which time
the City may look at an urbanized roadway section.
Citv Hall Area
Chan View and Market Boulevard are the only public streets in this area that
improvements are proposed on. The western City Hall parking lots and the Fire
Station #1 parking lot along with Chan View and Market Boulevard are proposed
to be milled and overlaid. The Fire Station is proposed to have an 8" thick
concrete driveway added to better handle axle loads of vehicles at this station. In
addition, storm sewer improvements within the City Hall parking lots will connect
with the existing storm sewer in Market Boulevard.

Lake Lucv Road
This project area includes Lake Lucy Road from Galpin Boulevard to Powers
Boulevard, Steller Court and Charing Bend. The proposed improvements include
narrowing Lake Lucy Road to 32 feet wide, edge milling and overlaying all
streets, installing concrete curb and gutter along all streets, adding an off-street
trail along Lake Lucy Road, and extending public sanitary sewer and water to
parcels along Lake Lucy Road and Steller Court that do not currently have city
services.
Currently, Lake Lucy Road is 36-feet wide with no on-street parking and is prone
to speeding. As part of the project, the road will be narrowed in an attempt to
calm the traffic. While the road will still have no on-street parking, temporary
lifting of the restriction for an annual Christmas display could be considered.
Also, Lake Lucy Road has only on-street biking with no sidewalk. This is the
only collector street in the City that has an on-street bike path. The project will
include the construction of a 10-foot wide bituminous path in back of the curb on
one side of the street.
The assessments for Lake Lucy Road are based on a residential roadway
equivalency calculation. Staff estimated the assessments based on what cost
properties along Lake Lucy would expect if this were a residential roadway
instead of a collector roadway. The City is proposing to pay for the narrowing of
the roadway, the trail improvements and the oversizing of the roadway from a
residential street to a collector roadway. The properties that access the roads
proposed to be improved would be assessed 40% of the improvements for a
residential roadway and new concrete curb and gutter. The properties on Charing
Bend currently have concrete curb and gutter so their assessment is proposed to
be adjusted based on only curb repairs.
The proposed assessments for this area are broken into sewer and water. The
project is very costly due the large amount of pipe to be installed to service the
large lots. At this time, only 18 lots are proposed to be serviced with sewer and
13 lots with water.
On December 1, 2004, staff held an open house with the residents to discuss the
proposed improvements. In general, staff received good feedback from the
property owners for the improvements. In the Pioneer Trail area, comments
received were mainly related to the assessment amounts and assessment practice
the City uses. We received some drainage problem complaints that we are
investigating and will try to incorporate into the project if appropriate. We also

received some comments on the short cul-de-sac radius. We will look at
increasing the radius in the project.
Lake Lucy Road street improvement comments were mainly regarding assessing
properties on a collector street. Several property owners thought the City should
pay for all of the improvements.
The property owners proposed for service extensions are still deciding if they
would like sewer and water extended to their property. The estimated assessment
for sewer service per property is $28,111.61. The estimated assessment for water
service to Steller Court is $8,694. The City has sent out a ballot to identify which
property owners are interested in obtaining City services at this time. We also
balloted the large lot properties to see if they are interested in rezoning their
development from Large Lot Residential to Single Family Low Density. The
ballots are due back on December 17, 2004. Staff has received feedback that
some property owners will want services and others we know will not. The City
has several options if not all the properties request utilities.
Option 1 - Extend service to only the properties that request the service. This
option would make it more expensive for the property owners that requested the
service because the cost would be assessed to only the properties that requested
the service.
Option 2 - Extend services to all the properties if they requested the service or not.
Staff feels this option would be strongly opposed by the property owners that do
not want the service because of the large assessments associated with the
improvements.
Option 3 - Extend service to the property owners that requested the service and
defer the assessments with interest to the properties that have not requested the
City services at this time. This option would not be consider unless there are only
a few properties that would not request the service at this time. A discussion with
the City Attorney would be necessary before proceeding with this option.
