No. 05-02.
DISCUSSION
On June 28, 2004, staff discussed with the Council the importance of regular
maintenance of street infrastructure. It is estimated the value of the City's local
streets is $80 million. A sealcoat program is a cost-effective tool to protect this
capital asset and extend the life of the system. Sea1coating is the application of
asphalt emulsion followed immediately with an aggregate cover. Sea1coating of
streets is beneficial because it:
· Delays or eliminates further aging of pavement due to water and sun.
· Seals to provide a moisture barrier.
· Fills in raveled pavement areas.
· Enriching under-asphalt pavement.
· Seals cracks temporary or permanently.
· Pelforms minor leveling.
· Restores surface friction.
· Economically prolongs the life of existing pavements.
The City of Chanhassen had a sealcoat program until 2001 but due to budget cuts
this program was eliminated. Staff is requesting the program be restarted.
Sealcoating is a cost-effective approach to pavement management. It is estimated
that a sealcoat application extends the life of a pavement three to six years. The
cost for sealcoating is approximately $1.25/sy. Rehabilitation or overlaying of
pavements costs approximately $9.75/sy and has a life expectancy of
approximately 10 to 15 years with no preventative maintenance. Reconstruction
of roadways cost approximately $74.00/sy and has a life expectance of 35 years
with no preventative maintenance. It is more cost effective to sealcoat roadways

when pavement distresses are fewer verses letting the pavement deteriorate until
major, costly rehabilitation or reconstruction projects are required.
In conjunction with the pavement management program, staff has reviewed the
city street network and is recommending the streets shown on the attached maps
to be sealcoated in 2005.
The estimated cost for this project is $291,000. The cost includes traffic control
and pavement striping to match existing conditions. The project is proposed to be
bid in February and have construction start in July. By bidding the project out
early, more competitive bids are anticipated.
Funding for this project has been budgeted in the CIP (Pavement Management -
STOI8).
At this time, staff is recommending Council authorize preparation of plans and
specifications for the 2005 Sealcoat Project.
