WS 2004 12 13 CHANHASSEN CITY COUNCIL WORK SESSION DECEMBER 13, 2004 Mayor Furlong called the work session meeting to order at 6:15 p.m. COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman Ayotte, Councilman Labatt, Councilman Lundquist and Councilman Peterson STAFF PRESENT: Todd Gerhardt, Justin Miller, Paul Oehme, Kate Aanenson, Jill Sinclair, Matt Saam, and Kelley Janes UPDATE ON BIWEEKLY RECYCLING PROGRAM. Jill Sinclair gave a power point presentation providing the results of the single sort recycling collection which began in June, 2004 and showing breakdowns and comparisons of two sort to single sort. She explained the percentages and how the numbers were arrived at. Sheldon Swensen from Waste Management shared the results of the customer surveys that have been received through early December. There was favorable results except for some concerns with going from weekly to bi-weekly. Waste Management is pleased with the results and will continue the service into the future. They will be providing a calendar of pick-up dates for 2005 to customers. He explained how the formulas work and actual weight versus average weight percentages. Mayor Furlong stated feedback he’s received from people is they would like Waste Management to be more responsive to misses, vacation and forgot pick-up requests. UPDATE ON 2005 STREET IMPROVEMENT, PROJECT 05-01. Paul Oehme passed out a draft of the feasibility study for this project and gave a power point presentation. In reviewing the Lake Lucy Road assessment area, Mayor Furlong asked staff to explain how assessment parcels were chosen. Todd Gerhardt explained assessments for residential lots were for lots only serviced by Lake Lucy Road. Councilman Labatt asked about assessing properties on cul-de-sac’s off Lake Lucy Road. Paul Oehme reviewed the results to date from the sewer and water ballot areas. He stated staff still needs to decide how to respond to ballot results and how to service people that want service and those that don’t. Kate Aanenson explained how sewer service can be provided with subdivisions and reviewed information from neighborhood meetings that have been held. Mayor Furlong asked about the timeframe of providing service if it is not done now. Todd Gerhardt suggested staff contact residents who have not returned ballots to get a more accurate count. Paul Oehme passed out a handout for the Pioneer Trail area. Mayor Furlong asked for the timeline on the feasibility study and public hearing for this project.
