CHANHASSEN CITY COUNCIL
WORK SESSION
JANUARY 10, 2005
The City Council conducted interviews of Planning Commission candidates from
5:00 to 6:30 p.m.
Mayor Furlong called the work session to order at 6:30 p.m.
COUNCIL MEMBERS PRESENT:
Mayor Furlong, Councilman Labatt, Councilman
Labatt, Councilwoman Tjornhom, and Councilman Peterson
STAFF PRESENT:
Todd Gerhardt, Justin Miller, Kate Aanenson, Paul Oehme, Matt
Saam, and Kelley Janes
Mayor Furlong amended the agenda to discuss item C prior to B.
C. UPDATE ON 2005 STREET RECONSTRUCTION PROJECT 05-01.
Paul Oehme presented a power point presentation showing the ballot results for sewer
and water connection in the Lake Lucy Road area, stating results may differ if rezoning
occurs. Staff’s recommendation is to put sewer and water in with the road construction at
this time because it will be 10 to 15 years before road reconstruction happens in this area.
Councilman Lundquist asked for clarification on cost. Kate Aanenson reviewed the
history of the septic system requirements at the time this area was developed.
Councilman Peterson asked if the area is not rezoned now, would that change staff’s
recommendation. Todd Gerhardt reiterated staff’s recommendation that it is better
planning to do the sewer and water construction now. Paul Oehme reviewed the plans for
the Pioneer Trail and Coulter Drive areas. Mayor Furlong stated he would be interested
to hear the council’s thoughts on the sewer and water construction. Todd Gerhardt stated
residents would be looking for that direction also at the public hearing. Councilman
Peterson asked for clarification on the amount of money it will cost to do the feasibility
study and plans and specs.
B. KEY FINANCIAL STRATEGIES/2005 STRATEGIC PLAN.
Todd Gerhardt asked for City Council direction on additions or changes to the list
complied by department heads. Mayor Furlong expressed interest in exploring the
possibility of locating a license service center in Chanhassen. He also suggested a format
showing which items have been completed and what items still need work.
D. UPDATE ON TH 212, PROJECT 03-09.
Paul Oehme presented an updated time line for the schedule, funding and construction of
Highway 212. The council discussed city cost and funding options, i.e. assessment and

bonding amounts. Todd Gerhardt reviewed bonding options available through the State.
Councilman Lundquist suggested the City lobby State legislators for funding assistance.
The work session was recessed at 7:00 p.m. It reconvened at 11:15 p.m.
E. WATER TREATMENT PLANT UPDATE, PROJECT 04-08.
Jim Norton, Jay Whitaker and Dwayne Day from SEH gave a power point presentation
showing building elevations and building layout for the proposed water treatment plant.
Jay Whitaker gave an executive summary of work done to date and outlined the schedule
for approval of plans and construction. Mayor Furlong asked about the schedule for
construction of Well #10 and how long it will take after completion of the water
treatment plant before residents can see results in their water. Jay Norton explained
results could take 6 months to a year and the reasoning for that. Todd Gerhardt asked
SEH to explain the cross section plans and site grading. Councilman Labatt asked what
was being done to address security concerns. Councilman Peterson asked if the water
treatment plant would be designed for children/school tours. Todd Gerhardt stated he
would forward an e-mail he received from Eden Prairie regarding concerns with school
tours. He would recommend that public tours/open houses not be provided. Dwayne
Day reviewed the building materials and architectural designs. Todd Gerhardt asked for
council input on the naming of the plant, i.e. Chanhassen Water Treatment Plant East or
One. SEH representatives stated the City Council needed to discuss the option of not
placing any name on the building. Mayor Furlong asked Kate Aanenson to give her
thoughts on the building materials. She stated she liked what was presented.
Mayor Furlong adjourned the work session at 11:45 p.m.
