Update on TH 101 Gap Project No. 04-06
BACKGROUND
On February 23, 2004, work session staff updated Council on the TH 101 Gap
project. The update included the proposed alignment of the roadway and costs for
the project.
On March 22, 2004, staff again updated the Council on the project and funding
with cost splits.
On August 10,2005, City staff and MnDOT held an open house to discuss and
receive feedback about the proposed project.
On January 11,2005, City staff and MnDOT held an open house to discuss and
receive feedback about the proposed project.
DISCUSSION
This project is proposed to address system continuity and safety issues along TH
101. The design calls for realigning and expanding TH 101 from Lake Drive to
86th Street to four lanes. The alignment of the roadway will meet state standards
for horizontal and vertical alignments. A portion of Riley Creek is planned to be
realigned to facilitate the widening of the roadway. A pedestrian underpass is
proposed at the current pedestrian crossing to improve safety. A right-in right-out
access point is proposed at Mission Hills Lane. This access is proposed due to the
long roadway dead end in this neighborhood. Currently, the Mission Hills area
has over 255 units in this development with only one aècess point, 86th Street.
Also, Mission Hills Lane is over a 2500' long dead end roadway. City Code
limits the length of a dead end street with a cul-de-sac based on density. The
proposed access point on Mission Hills has always been planned when TH 101
was improved. The proposed connection was included in the Mission Hills
development contract at the time of development. Staff drafted a traffic study
which also supported an additional connection to Mission Hills.
Old TH 101 will be a dead end street and have a cul-de-sac constructed on the
north end. Access will be provided off of Lake Susan Drive. Old TH 101 will

also be reconstructed and is planned to be urbanized with concrete curb and
gutter. The water quality and quantity issues for this segment of roadway have
not been fully designed to date. Additional stormwater treatments may be
necessary to meet current water quality requirements.
At the neighborhood meetings staff held, property owners were concerned about
many aspects of the project. The main issue was the access to Mission Hills.
Attached is a petition from residents concerning this project. The petition was
drafted in September after the August open house. At the January open house,
several property owners were not as concerned about the Mission Hills access and
several had indicated the need for the connection. Another concern was the lack
of landscaping MnDOT was planning for this project. MnDOT is not planning
any berming, screening walls, or landscaping in conjunction with this project.
The environmental document written for this project did not identify any
mitigation requirements for visual or noise requirements. The City could request
additional screening work included in the project or have City forces perform this
work. One resident on TH 101 requested a connection to new TH 101 at 86th
Street making this intersection a 4-leg intersection. Because new TH 101 is in
close proximity to the old TH 101 at this intersection, traffic conflicts would be
anticipated. Also, cut through traffic from TH 101 to Lake Susan Drive would be
anticipated. The County and State are both against making this connection. Old
TH 101 will be a long dead end street with a cul-de-sac, however, there is not a
location along the roadway were a safe secondary access point can be made.
FUNDING
The current estimated construction costs with participation cost splits are as
follows:
State of Minnesota $1,242,000
County Turn Back $1,700,000
Carver County $300,000
City of Chanhassen2 $630,000
Total Estimated Construction Cost 1 $3,872,000.00
Note:
1) The total is for construction costs only and does not include program
delivery costs. The State may include as much as an 8% fee for program
delivery services.
2) The City of Chanhassen costs includes trail improvements, the pedestrian
underpass ofTHl0l, curb and gutter improvements on old THI0l, storm
sewer improvements on old TH 101, and lighting on new TH 101. The
construction cost does not include any right-of-way acquisitions for trails

or additional ponding for old TH101 that the City will be responsible for.
The City has assumed no additional cost for right-of-way acquisition.

we spoke about the extension of Mission Hills Lane to intersect with the new 101.
Enclosed you will find a copy of a petition that has been passed through the Mission Hills
Lane neighborhood outlining counterpoints to the extension as well as recommended
changes to Mission Hills Lane. Of the contacted households within Mission Hills Lane,
Mission Hills Court, and Mission Hills Circle, 97% have agreed to sign and would like
the planning office and Chanhassen City Council to re-think the proposed changes.

Chanhassen City Council?

Petition to change the planned extension of Mission Hills Lane to T.D. 1 Dt
On Tuesday, August 10, a meeting was held at the Chanhassen Library to outline the plan
for expansion ofT.H. 101 from 86th Street to Lake Drive. On the plan, Mission Hills
Lane is to be extended to intersect T.H. 101. Residents of the Mission Hills area had
heard from a representative ofMNDOT that the original plan they supplied the City of
Chanhassen did not include an extension of Mission Hills Lane.
At the meeting, residents of Mission Hills inquired with the City of Chanhassen and the
representatives of MNDOT the reason for the extension of Mission Hills Lane. The
answer provided was safety. One exit from the development, according to the City, would
not be enough to handle the traffic from the single family housing and town houses.
Listed below, are counter-arguments to the planned expansion of Mission Hills Lane:
· Emergency vehicles arriving from the north will not be able to use the planned
extension of Mission Hills Lane as a median will prevent them from turning left.
They will need to access Mission Hills Lane as they currently do, from 86th Street.
· Residents of Mission Hills Lane who desire to use the new 212 will need to use
the 86th Street exit rather than the planned extension of Mission Hills Lane as a
median will prevent them from turning left onto T.H. 101.
· Mission Hills Lane is a winding residential street, with many driveways. An
increase in thru-traffic volumes will likely increase the chances of an accident
with children playing.
The undersigned residents of Mission Hills Lane propose the following plan:
· Reduce the speed on Mission Hills Lane to 2~ MPH
· Install a "Slow, Children at Play" sign facing the northbound traffic on Mission
Hills Lane as they turn in off of 86th Street.
· Curb off the end of Mission Hills Lane, but continue the sidewalk connection to
the bike path adjacent to T.R. 1OI.
· Create a sound barrier with newly planted trees on the east side ofT.H. 101 from
86th Street to the wetland area
