BACKGROUND On August 23,2004, the City Council received the feasibility study and report for the 2005 MUSA Improvements and called a public hearing for September 13, 2004. The 2005 MUSA Improvements include street and utility improvements within the 2005 MUSA area and infrastructure to service the area. DISCUSSION Since the public hearing in September, staff has been meeting with property owners and developers to discuss the future improvements. The letting for TH 212 will be on March 4,2005. The City needs to finalize the scope of the MUS A- related projects to be built with TH 212. These improvements need to be constructed by the design build contractor working on TH 212. Staff will start working on finalizing the assessment amounts and working with the design build contractor on the final prices for the necessary improvements. The City has chosen to take the lump sum amount for the TH 212 improvements. The lump sum amount will not change regardless of the TH 212 bids or any change in condition in the field during construction. The turn lanes, roadway, signal, and pond improvements are included in the lump sum amount and a cooperative agreement needs to be approved prior to the letting date for these improvement costs to be accepted by MnDOT. The sanitary sewer and watermain utility improvements, however, will need to be negotiated with the design build team after the letting. After these costs have been identified, an assessment hearing will be held for all of the improvements. The anticipated date for this hearing is in June 2005. No other Council authorization is anticipated after the assessment hearing. At Powers Boulevard and the East/West Collector Roadway. 2. At Powers Boulevard and the west future cul-de-sac, south of the South TH 212 Ramp. 3. At Pioneer Trail and the north future cul-de-sac across from Bluff Creek Drive. 4. At Pioneer Trail and the South Connector Roadway. · An additional through lane for the westbound TH 212 off ramp at Powers Boulevard and the East/West Collector Roadway. · Traffic signal at Powers Boulevard and the East/West Collector Roadway. · Pond at southeast quadrant of Lyman Boulevard and Powers Boulevard. · Watermain Improvements - Along Pioneer Trail - Along Powers Boulevard - Along Lyman Boulevard · Sanitary Sewer Improvements - Along Powers Boulevard - Along Pioneer Trail These improvements are illustrated on attached Exhibit 1. At this time, staff is recommending that the Council order the portion of the 2005 MUSA Improvements to be built in conjunction with the TH 212 Project.
