REGULAR CHANHASSEN CITY COUNCIL MEETING MARCH 3, 1980
Mayor Hobbs called the meeting to order at 7:30 p.m. with the following members present:
Councilmen Geving and Swenson. Councilmen Pearson and Neveaux were absent. The
meeting was opened with thePledg~ to the Flag.
APPROVAL OF AGENDA: Councilman Geving moved to approve the agenda as presented with
the addition of Mayor's SteeritígCommtttee. Motion seconded by Councilman Swenson.
The following voted in favor: Mayor Hobbs, Councilmen Geving and Swenson. No
negative votes. Motion carried.
1979/1980 ADMIN ISTRATIVE SEDAN: Councilman Swenson moved to purchas e a 1980 Plymouth
Vol are from Mason Chrysler Plymouth in the amount of $5,020.65 meeting the minimun
specifications as setforth under the exhibit within the Building Inspector1s report
of March 3, 1980. Motion seconded by Councilman Geving. The following voted in favor:
Mayor Hobbs, Coune ilmen Geving and Swenson. No negati vevotes . Motion carried.
MINUTES: Councilman Geving moved to approve the February 18, 1980, Council minutes.
Motion seconded by Councilman Swenson. The following voted in favor: Mayor Hobbs,
Councilmen Swenson and Geving. No negative votes. Motion carried.
CARVER BEACH PARK: Several neighborhood residents were present to express their
concerns and make recommendations regarding parking, abuses of the park, and abuses
of the beach.
Councilman Geving moved to adopt the recommendations of Mr. Robert Amick, in his
letter dated February 13, 1980, for the Carver Beach Association. Motion seconded by
Councilman Swenson. The following voted in favor: Mayor Hobbs, Councilmen Geving

RETROACTIVE DRIVEWAY PERMIT REQUEST - VOGELSBURG TRAIL AND HIGHWAY 101: Allen Rothe
was present. Mr. Rothe has received aniacc:esspermitfrorrf:MnDOT fÕrcåll exit only
dri veway from Hi ghway 101. ~
Counci lman Swenson moved that since the Council has beenadvi sed that Mr. Rothe has
received a driveway permit from the State that the Council is in concurrance with
the State's Permit. Motion seconded by Councilman Geving. The following voted in
favor: Mayor Hobbs, Councilmen Swenson and Geving. No negati ve votes. Moti on carri ed.
RILEY PURGATORY CREEK WATERSHED DISTRICT: Conrad Fiskness presented the Council with
a check for$T;5DOfor the Erie, Chan View, ~~est 77th St.ret~ntion pond.
SIDE AND REAR YARD VARIANCE REQUEST, 203~ CHAN VIEW: Steve Rademacher was present
requesting afivé foot side yard and 20 foot rear yard variance to construct a double
garage.
Councilman Geving moved to table action as 4/5 vote is required. Motion seconded by
Councilman Swenson. The following voted in favor: Mayor Hobbs, Councilmen Geving
and Swenson. No negative votes. Motion carried.
This item will be on the March 17 consent ~genda.
LOT WIDTH ,AND BUILDING SETBACK VARIANCE REQUEST, 1601 LYMAN BLVD. William Goers
was present requesting a variance for lot width to the provision of Ordinance 45.

enough restrictions on it as the Engineer said, if we would think of
granting a variance that the Engineer could put restrictions whatever
is necessary. I voted no but maybe the City coul d put enough
restrictions that he could work with.

Councilman Swenson moved to table action for lack of a 4/5 vote. Motion seconded

PLUMBING CONTRACTUAL FEE INCREASE REQUEST - HUBERT FORCIER: Hubert Forcier was
present.

Councilman Geving moved to approve the contractual plumbing inspection fee from'
$11.50 to $14.35 in accordance with Mr. Forcier1sletter of January 31,1980,
and including the $75.67. Motion seconded by Councilman Swenson. The following
voted in favor: Mayor Hobbs, Councilmen Geving and Swenson. No negative votes.
Motion carried.
PLANNING COMMISSION APPOINTMENT: Councilman Swenson moved to accept the Planning
Commission recommendation and appoint William Johnson to the Planning Commission.
Motion seconded by Councilman Geving. The following voted in favor: Mayor Hobbs,
Councilmen Geving andSwenson~ ND~egative votes. Motion carried.
SENIOR CITIZEN DEFERMENT FORM: Council members discussed the Senior Citizens
Assessments Deferral Report form and generally felt it to be a simplified financial
statement.
MAYOR'S STEERING COMMITTEE: Councilman Swenson will attend a meeting on March 22
at John Metcalf Junior High School in Eagan.
SEWER AND WATER RATE STUDY, ORDINANCE FIRST READING: Councilman Geving moved to
place on first reading an ordinance' increasing the sewer and water rates as I
proposed by the City Engineer. Motion seconded by Councilman Swenson. The
following voted in favor: Mayor Hobbs, Councilmen Swenson and Geving. No negative
votes. Motion carried. ~
PLAN UPDATE REPORT, PARK ELEMENT: Mark Koegler, City'Planner,discussed where the
comprehensive planning process is regarding parks and what the current thoughts
of the Park and Recreation Commission are. The Plan has not been completed but
the Park and' Recreation Commission has completed all the data that" goes into that.
CONSENT AGENDA: Mayor Hobbs asked if any members wished to discuss any item on
the consent agenda. As no additional comments were received, Councilman Geving
moved to approve the following items pursuant to the City Manager's recommendations:
a. Council Compensation, Final Reading.
b. Set Special Meeting Date, March 24, 1980, North Service Area Assessments.
c. Hous ing and Redevelopment' Authority, Expand Buil ding Moratorium Area,
Set Public Hearing Date for April 7,1980.
Motion seconded by Councilman Swenson. The following voted in favor: Mayor Hobbs,
Councilmen Swenson and Geving. No negative votes. Motion carried;
Councilman Swenson moved to adjourn. Motion seconded by Councilman Geving. The
following voted in favor: Mayor Hobbs, Councilmen Geving and Swenson. No negative
votes. Meeting adjourned at 11 :30 p.m.
