SPECIAL ASSESSMENT REVIEW COUNCIL MEETING MARCH 31, 1980
Acting Mayor John Neveaux called the meeting to order at 7:30 p.m. with
the following members presents: Councilmen Pearson, Geving and Swenson.
Jim Orr, Dale Campbell, and Russell Larson were present. Acting Mayor
Neveaux announced that action on individual assessments will take place
on April 28, 1980.
The following citizens were present: Dick Brown, John Schumacher, Mary
Schumacher, phil Bonthius, Arnold Weimerskirch, Mrs. Henry Neumann,
Carroll Skiba, Wayne Fransdal, Laura Lundquist, Ralph Livingston,
Don Livingston, Obed Melom, Ken Waldrip, Joe Troendle.
MINNEWASHTA SHORES, INC:

One additional trunk unit only is proposed for a total of $1,017.38
including interest.
A motion was made by Councilman Geving recommending that this trunk
unit be removed from the assessment roll at the April 28, 1980, meeting.
Motion seconded by Councilman Pearson. The following voted in favor:
Acting Mayor Neveaux, Councilmen Pearson, Geving and Swenson. No negative
votes. Motion carried.
JOE TROENDLE, 2841 North Manor Road

Two additional units are proposed for a total of $ 10,955.73
Mr. Troendle stated that the area is low and under water until late
Fall.
JOHN SCHUMACHER, 2841 Sandpiper Trail:

interest. Mr. Schumacher stated the assessment was illegal due to
the assessment being placed prior to development. He feels his property
would be devalued by placement of additional lots. Placement of
additional units would cause hardship to this property.
MRS. HENRY NEUMANN, 2841 Sandpiper Trail:

Three additional units are proposed for a total of $ 16,433.59 including
interest. Mr. Arnold Weimerskirch was present to speak for Mrs. Neumann.
Mr. Weimerskirch stated that the low area encompasses most of the area
or at least ~ of it.
MR. GEOFFREY POPE, 2740 Orchard Lane:

interest. Mr. Pope was not present.
ELMER LIVINGSTON, 2611 Orchard Lane:

interest. Mr. Livingston states he has owned his property since 1957
and should be held as the property exists at this time. Russell Larson,
City Attorney will check the title at the courthouse.

interest. Mr. Brown states that the low has slope and drainage problems.

RICHARD BROWN,- 2630 Orchard Lane, Continued: The existing barn also
precludes the building of a unit on the western portion of the property.
The easterly unit drops off 15 feet. Also, this unit would require a I
special access. The units proposed are not in conformity with the
surrounding area. This house was constructed in 1883 and should be
left "as is".
OBED MELOM, 2540 Orchard Lane:

One additional unit is proposed for a total of $ 5,913.88 including'
interest. Jim Orr explained that the sewer would have to be extended
to serve this property and we are recommendinga water lateral and trunk
unit only.
PHILLIP BONTHIUS, 2300 Melody Hill Road:

including interest. Mr. Bonthius states the pool location precludes
a lot subdivision. Also that the lot terrain would devalue the property.
The saleability of this lot would be poor.
WAYNE FRANSDAL, 6200 Murray Hill Road:

One additional unit has been proposed for a total of $ 5,913.88
including interest. Mr. Fransdal states that he does not have a build-
able lot.
A motion was made by Councilman Geving to recommend that this unit be I
deleted from the assessment roll at the April 28, 1980, meeting.
Motion seconded by Councilman Pearson. The motion was withdrawn.
CARROLL SKIBA, 6261 Murray Hill Road:

One additional unit has been proposed for a total of $ 5,477.86
including interest.
A motion was made by Councilman Geving recommending that this unit be
removed from the assessment roll at the April 28, 1980, meeting. Motion
seconded by Councilman Pearson. The following voted in favor thereof:
Acting Mayor Neveaux, Councilmen Pearson, Geving and Swenson. No negative
votes. Motion carried.
RICHARD McFARLAND, 6341 Murray Hill Road:

Four additional units are proposed for a total of $ 21,911.46 including
interest. Mr. McFarland states that he would not divide his property.

including interest. Mrs. Lohr has no complaint.
GEORGE STELLER, 6311 Steller Circle:

including interest. This item has been resolved by Russell Larson.

interest. Mr. Waldrip feels that his property will only hold one
additional unit. Mr. Waldrip states that no additional accesses would
be allowed on Galpin Blvd.
Mr. Waldrip's Units Across The Street: Eight Additional units are
proposed for a total of $ 43,822.92 ,including interest. Mr.
Waldrip states he wants tObeassu-red that if he is assessed these eight
units that he will be allowed eight accesses. Some discussion was made
as to the access for these units, i.e. 4 drives or 2 drives.
MRS. EDWARD LUNDQUIST, 6460 Yosemite:

interest. Mr. Anderson states that the existing barn precludes this one
lot. A suggestion was made by Councilman Neveaux to assess 2 unit and
defer one.
A motion was made by Councilwoman Swenson and seconded by Councilman
Pearson to adjourn the meeting. The following voted in favor thereof:
Acting Mayor Neveaux, Councilmen Pearson, Geving and Swenson. No negative
votes. Motion carried. Meeting adjourned at 10:30 p.m.
