Mayor Hobbs called the meetim to order at 7:30 p.m. with the followim mEmbers present:
CounciJmen Pearson, Neveaux, Geving, and Swenson. Bill Schoe11, Craig Mertz, and
Russell larson were present. The meeting was opened with the Pledge to the Flag.
APPROVAL OF AGENDA: CounciJman Neveaux moved to approve the agenda as presented with
the foll~ing additions: Discussion on Ba1tic's permit, Eide dredging, and NJrth
Area Fire Station. J\btion seconded by CounciJman Gevin:;r. The followin:;r voted in favor:

BALTIC CORPORATION: Mr. and Mrs. Gene Conner, 2521 Orchard Lane, were present. He
discussed the spruce plantings along Orchard Lane. The wagner's, 2511 Orchard Lane,
asked, through Mr. Conner, if the spruce p1antings could be continued to the east
end of his property to screen the Baltic property. The City Attorney was instructed
to begin legal action against Baltic for non-canp1iance. A landscape plan has not
been approved by the Council. This item will be on the August 4, 1980, Council agenda.
BILIS: CounciJman Geving moved to approve the bills dated July 21, 1980, as presented:
Checks #11840 through #11925 in the amount of $3,476,635.47, checks #15434 through
#15537 in the amount of $435,680.55, and check #11958 in the amount of $9,585.15.
Check #11958 to Ideal Enterprises and check #15507 to NJrthwest Asphalt, Inc. will
be held until the Council approves both projects on August 4, 1980. J\btion seconded

KELLYNNE ADDITION: CounciJman Neveaux moved to accept the improvanents of the Kel1ynne
Addition in conjunction with the letter of July 16, 1980, fran Schoell and Madson as
well as the Manager's carrnents noted as an addendum to that letter. The City Manager
and Engineer carefully monitor this project prior to August 1, 1980, and reserve
sufficient monies to cover any eventualities. J\btion seconded by Councilman SWenson.

CONDITIONAL USE PER/VlIT, IDTUS lAKE ESTATES BEAŒ IDT AND ENTRANCE SIGN V~E:
Members of the lDtus Lake Estates Homeowners Association are requestirg approval
to establish a beach lot between lDt 35, Block 2 and lDt 9, Block 1. They are
proposing to install a sand blanket six inches deep and also install two canoe
racks.
CounciJman Neveaux moved to approve a comi tional use permit for a beach lot
conditionErl upon:
l. That the beach lot consist of a sand blanket, swim area, am two six capacity
canoe racks as shown on the site plan, City Council Exhibit A, dated July 21, 1980.
2. That the swim area be marked with a minimum of three "swim area" buoys that
are in accordance with the Uniform Waterway Marking System.
3. That the swim area be marked by the above anchored buoys at a reasonable
distance from shore.
MJtion seconded by CounciJman Geving. The following voted in favor: Mayor
Hobbs, Councilmen Pearson, Neveaux, Gevirg, and Swenson. No negative votes.

The homeowner I s association is rEqUesting a sign permit to erect an entrance
sign at Choctaw Circle and Chanhassen Road. The proposed sign will not be
lighted and will be made of wood. Staff and the Sign Canmi ttee recommended
approval of a variance.
CounciJman Swenson moved to grant a variance for the installation of an entrance
sign in the public right-of-way. Motion seconded by Councilman Neveaux. The
following voted in favor: Mayor Hobbs, CounciJmen Pearson, Neveaux, Geving, and
Swenson. No negative votes. Motion carried.
FINAL DEVELOPMENT PIAN - FOX CHASE ADDITION (DERRICK lAND COMPANY): John SharcUow
was present to discuss the proposed plat am answer questions.

Councilman Neveaux rroved to approve the final develoµnent plan based upon the
configuration of 52 lots as presented to the City Council April 7, 1980. Motion
seconded by Councilman Gevirg. The fo11a-ving voted in favor: CounciJmen Pearson,
Neveaux, Geving, and SWenson. Mayor Hobbs voted no. Motion carried.
Councilman Neveaux moved to approve the final develoµnent plan for Fox Chase
Addition subject to items 2, 3 and 4 of the city Manager's report dated July 17,
1980, and items 1-5 in the Land Use Coordinator's report of July 9, 1980. Motion
secomed by Councilman Pearson. The following voted in favor: Councilmen Pearson,
Neveaux, Gevin:;r, and Swenson. Mayor Hobbs voted no. Motion carried.
VARIANCE REQUEST, wrs 653-658, 683-688, CARVER BEAŒ: Mike Sorenson is
seeking two lot area variances of 3,000 square feet each. The Board of Adjustments
am Appeals recarmemed approval provided that lots be canbined as parcel one
being lDts 653-658 and parcel two being lDts 683-688.
CounciJman Neveaux moved to accept the Plannirg report of July 16, 1980, and the
Board of Adjustments and Appeals recarrnendation and the land Use Coordinator's
manorandum of July 11, 1980, points 1-3. Motion seconded by Councilman Geving.
The following voted in favor: Mayor Hobbs, CounciJmen Pearson, Neveaux, Geving,
and Swenson. No negative votes. Motion carried.
IDT AREA, FRONT YARD, AND REAR YARD SETBACK VARIANCES, ID'IS 19 AND 20, RED CEDAR
POINT: Ron and Sherry Ytzen are requesting an 8,000 square foot lot area variance,
a 25 foot rear yard setback variance to the Shore1and Management Ordinance, and a
front yard variance of 14 feet in order to build a herne. The existing cabin will
be demolished.

Councilman Pearson moved to grant the variances as reconmended by the Board of

votes. Motion carried.
KNUDSON INSURANCE AGEN2Y SIGN REQUEST: The Sign Cormnittee recœmended 12 to 16 inch
raised wooden letters, white in color, be affixed to the mansard roof. Staff
recanmemed approval contingent upon the actual issuance of the sign permit bein:;r
wi thhe1d until the building lam lord has taken appropriate action to being the
entire building into conformance with the Sign Ordinance.
Councilman Swenson moved to accept the conditions as stated by the City planner
and Sign canmi ttee with the recarrnenda tions as noted in the City planner I s letter
of July 16, 1980. Motion seconded by CounciJman Neveaux. The fo11owim voted in favor:
Mayor Hobbs, CounciJmen Pearson, Neveaux, Geving, and Swenson. No negative votes.

later date. Motion seconded by Councilman Swenson. The following voted in favor:

Motion carried.
CONDITIONAL USE PERMIT, FARMER'S MARKET, ST. HUBERT'S CHURŒ PARKING IDT: CounciJman
SWenson moved to approved the conditional use permit in line with the Lam Use
Coordinator's report of June 23, 1980. The Land Use Coordinator will prèpare the
conditional use permit. Motion seconded by Councilman Pearson. The following voted
in favor: Mayor Hobbs, Councilmen Pearson, Neveaux, Geving, and Swenson. No negative
votes. Motion carried.
KIŒA TRAIL SANITARY SEWER PRQJECT, STREET PAVING: A petition has been received
signed by several residents on Kiowa Trail expressing a willingness to pay an
addi tional $ 588. 00 for blacktopping instead of sealcoating Kiowa Trail. Mr. and Mrs.
Eichho1t expressErl concern about possible settlement of the street due to the SBVer
installation.
Councilman Pearson moved to authorize a contract amendment to add a two inch mat
rather,.,than sea1coat!bngto the Kiowa Trail Sanitary SBVer Project 79-3 based on the
City Manager's reconmerrlation. The City Emineer will recheck the cc::rnpaction. No
speed dips will be installed. Motion seconded by CounciJrnan Neveaux. The followin:;r
voted in favor: Mayor Hobbs, CounciJmen Pearson, Neveaux, Gevin:;r, and Swenson. No
negative votes. J\btion carried.
PUBLIC IMPROVEMENT AND URBAN DESIGN CONSTRUCTION, DOWNrCWN REDEVEIDPMENT PLAN, BRA:
Clifford Whitehill, BRA, and Don Ringrose, BR^l, were present. The BRA has recorrmended
that BRW be retained to prepare the feasibility study for the redeve1oµnent area.
Schoel1 and Madson have requested consideration. After much discussion, Councilman
Neveaux moved to table action to June 28, 1980, at 7:00 p.m. MJtion seconded by
Councilman Pearson. The following voted in favor: Mayor HObbs, Councilmen Pearson,
Neveaux, Gevirg, am SWenson. No negative votes. MJtion carried.
CONSENT AGENDA: Mayor Hobbs asked if council mEffibers'wished to discuss any itans
on the consent agerrla. As no additional cormnents were received, Councilman Geving
moved to approve the consent agema as recommended by the City Manager.
