SPECIAL CHANHASSEN CITY mUNCIL MEETING JULY 23, 1979
Acting Mayor John Neveaux called the meeting to order at 8:00 p.m. with the folleM'ing
ræmbers present: COtmciJmen Matthews, Pearson, and Geving. Mayor Hobbs arrived at
8:10 p.m.
This meeting was called as a work session to aHeM' City Council rœrnbers an opportunity
to study and raise questions regarding various issues. No' action was taken on any
of the items presented with the exception of Minutes (item 5 below).
Staff rœrnbers present included Ixm Ashworth (City Manager), Dale Campbell
(Engineering Technician, Schoell and Madson), Bill Brezinsky (former Schoell and Madson
employee), Craig Mertz (Assistant City Attorney) .
A brief description of the salient points discussed regarding each of the following
issues is shown adj acent to each i tern:
1) North Service Area Project 71-1, Debt Service Analysis Report - Engineer to
prepare maps sheM'ing deferred lateral and trunk units which would be readily
distinguishable from assessrrents originally placed or which have corre on line
since 1973. Maps and other analysis reports should be completed for another
special rreeting proposed for August 13. General discussion occurred in regards
to the Engineer's report, Manager's report, and assessrrent roll included in
the Council packet and referenced hereto.
2) Water and Sewer Rate Study - The Manager reviewed the necessity for such a study
as a part of the report submitted to the City Council as well as reviewing
proposals submitted by· the firms of Schoell ar:d Madson and Pfeifer and Shultz/
HRD, Inc. 'I1he Manager will place this item on the August 6th agenda for final
action.
3) Consider Hearing Date Schedule, Special Assessrrent Improvement Projects - The
Manager reviewed necessary hearings the Council must complete, approximate tirres
of each, for special assessrœnts projects to be considered for as sessrœntin
1979. This item will appear on the August 6th City Council agenda. A work
session to discuss the specific assessment rolls for the various projects was
established for August 13th.
4) Pleasant View Park Residential Developrrent, Status Report - The Manager reviewed
work proposed to be cœpleted by Schoell and Madson to allow for the sale of
the property. General discussion occurred as to how far the City should carry
planning/engineering activities prior to taking bids for sale of the property.
5) Minutes - The City Council acted to approve the following minutes as shown:.
a. June 11, 1979, Special City Council minutes - CounciJrnan Pearson rroved
and Counci1man Neveaux seconded to approve the minutes as presented -
Ayes all.
b. June 13, 1979, Regular City Council minutes - Councilman Neveaux rroved
and Councilman Geving seconded to approve the minutes as presented -
Ayes all.
c. June 18, 1979, Special City Council minutes - Councilman Pearson rroved
and Councilman Matthews seconded to approve the minutes as arœnded below.
Councilman Geving abstained. Ayes all. Such minutes were arrended as
follows: Subdivision, IDt Area Variance Re:;¡:uest, Frank McGinn. Councilman
Neveaux rroved to approve the request condi tioned that the applicant be able
to obtain property to the west to obtain the 15,000 square feet required
by ordinance and that such, if obtained, should be placed in a plat form
without necessitating reapprearance before the City Council. Motion Isecónded
by Counci1man Matthews. The following voted in favor: Mayor Hobbs,
Councilmen Pearson, Neveaux, and Matthews. No negative votes. Motion
carried.
d. June 13, 1979, Planning Comnission minutes - Councilman Neveaux roved to
note the Plarming Commission minutes as presented. Councilman Geving
seconded. Ayes all.
