1979 10 08 I I I SPECIAL CHANHASSEN CITY COUNCIL MEETING OCTOBER 8, 1979 Mayor Hobbs called the meeting to order at 8:00 p.m. with the following members present: Councilmen Pearson, Neveaux, Geving, and Matthews. The meeting was opened with the Pledge to the Flag. RESOLUTION #79-58: Councilman Matthews moved the adoption of a resolution that public necessity requires the transaction of city business on October 8, 1979, a legal holiday. Resolution seconded by Councilman Pearson. The following voted in favor: Mayor Hobbs, Councilmen Pearson, Neveaux, Geving, and Matthews. No negative votes. Motion carried. 1979 SPECIAL REFERENDUM: On August 20, 1979, the Council acted on the recommendation of the Community Facilities Study Committee to select Option C for the ballot on November 6, 1979. Jack Boarman, Architect, Mark Koegler, and members of the Community Facilities Study Committee were present. The site proposed for a new city hall is west of the existing city hall and north of the bank building. The building is proposed to beas-ingles-tory walk out with 5,000 square feet per floor. A specific site has not been chosen- for the proposed fire station. A two-bay,i3,500 square foot building with expansi~n room is proposed. A 5.4 acre parcel is the southwest corner of the first phase of Chanhassen Lakes Business Park is proposed for apubTic works fãcility. The building is proposed to be 7,000 square feet for vehicle storage and 3,000 square feet for offices, shops, and storage area. The total costs do not reflect any money for equipping the fire station or remodeling the current city hall. RESOLUTION #79-59: Councilman Neveaux moved the adoption of a resolution determining to issue the General Obligation Bonds to provide money for the acquisition and betterment of various municipal buildings, approving the question to be submitted to the voters at a special election to be held November 6,1979, authorizing the ballots to be printed, authorizing publication, setting the polling places and time of the election, and setting the date for the canvassing of the vote. Resolution seconded by Councilman Matthews. The following voted in favor: Mayor Hobbs, Counci 1 men Pears on, Neveaux, Gevi ng, and Matthews. No negati ve votes. Moti on carri ed. RESOLUTION #79-60: Councilman Pearson moved the adoption of a resolution setting the election personnel and providing the compensation schedule for election judges to be the same as set for the November 7 , 1978, general' election($3.00 per hour). Resol uti on seconded by Counci lman Geving. The following voted in favor: Mayor Hobbs, Councilmen Pearson, Neveaux, Geving, and Matthews. No negative votes. Motion carried. NORTH SERVICE AREA SEWER AND WATER PROJECT 71-1: The City Manager presented three alternative bond analysis work sheets. In each of the cases, revenues generated from deferred trunk and 1 ateral assessments were matched agains t debt payment schedul es. The City Council reviewed each of these sheets in detail. No action was taken with the engineer instructed to prepare detailed assessment work sheets based on the revised maps prepared by their office. The detailed work sheets are to be in a similar format to those presented in July of 1979. However, such will consider the lower number of deferred trunk and lateral units based on the engineer's re-analysis of such. It is not anticipated that the revised work sheets will be available prior to mid-November. MINUTES: Councilman Geving moved to approve the September 4, 1979, Council minutes. Motion seconded by Councilman Matthews. The following voted in favor: Mayor Hobbs, Councilmen Pearson, Neveaux, Geving, and Matthews. No negative votes. Motion carried. Councilman Pearson moved to approve the September 11, 1979, Council minutes. Motion seconded by Councilman Matthews. The following voted in favor: Mayor Hobbs, Councilmen Pearson, Geving, and Matthews. Councilman Neveaux abstained. Motion carried. Council Meeting October 8, 1979 -2- Councilman Neveaux moved to note the September 19, 1979, Planning minutes. Motion seconded by Councilman Matthews. NUISANCE ORDINANCE AMENDMENT: Councilman Matthews moved to approve Ordinance 22-A as submitted. Motion seconded by Councilman Geving.
