SPECIAL CITY COUNCIL MINUTES - DECEMBER 10, 1979

A special meeting of the Chanhassen City Council was called to order
on December 10, 1979, at 7:30 p.m. by Mayor Walter Hobbs. The following
members were present: Mayor Hobbs, Councilmen Pearson, Neveaux,
Swenson and Geving.
CARVER COUNTY SHERIFF'S DEPARTMENT DISCUSSION: Sheriff Bill Schalow
and Captain Al Wallin were present. The City Council generally
discussed police services within the City. The Mayor had previously
noted the meeting he had carried out between business representatives
and the police department and that the Sheriff's Department had
arrested various parties in regards to vandalism occurring within
the downtown area. In separate action, the Council requested that
the representatives of the Sheriff's Department meet with the Carver
Beach Association to discuss problems which had occurred at the
beach area this past summer. Potential solutions to these problems
are listed below and should be reviewed by the Park and Recreation
Commission prior to being resubmitted to the City Council (hopefully
by January 21, 1980):
1. "Park Closed" signs.
2. Park stickers may work (Attorney/Police should review).
3. Post one side "no parking".
4. Install posts and chain to prohibit vehicle access to
beach area.
5. Better rapport with Sheriff as ''their police department"
and to insure immediately contacted.
NORTH SERVICE AREA SEWER AND WATER PROJECT, REVIm,¡¡ ENGINEER'S REPORT,
SET PUBLIC HEARING DATE: This was approximately the third general
discussion meeting carried out by the City Council to determine if
sufficient information exists to consider assessment of properties in
the north service area sewer and water project (those properties
potentially benefitting, but not previously assessed). Information
considered to date by the council has included overall project costs
versus assessments, new subdivisions occurring in this area, overall
assessment policies, tabulation of properties not previously assessed,
etc. The Council did not carry out discussions in regards to specific
parcels - such being the purpose of setting a public hearing to provide
a notification to property owners that: their property will be dis-
cussed by the Council, the potential total amount of assessments that
may be considered against the property, an opportunity to review
these potential assessments in advance of a public meeting, and an
opportunity to address the council in regards to such potential
assessments.
A motion was made by Councilman Neveaux and seconded by Councilman
Swenson to approve RESOLUTION 79-75 setting a public hearing date of
February 25, 1980 and that effected property owners be notified by mail.
The following voted in favor thereof: Mayor Hobbs, Councilman Pearson,
Neveaux, Swenson and Geving. No negative votes. Motion carried.
A motion was made by Councilman Geving and seconded by Council Pearson
to adjourn the meeting. The following voted in favor: Mayor Hobbs,
Councilmen Pearson, Neveaux, Geving and Swenson. No negative votes.
Motion carried.
