WS 2005 02 14 CHANHASSEN CITY COUNCIL WORK SESSION FEBRUARY 14, 2005 Mayor Furlong called the meeting to order at 5:35 p.m. COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman Labatt, Councilman Peterson, Councilman Lundquist, and Councilwoman Tjornhom STAFF PRESENT: Todd Gerhardt, Justin Miller, Paul Oehme, Kate Aanenson, Roger Knutson, and Greg Sticha Todd Gerhardt introduced the new Finance Director, Greg Sticha and asked him to provide his personal and professional background information. Mr. Gerhardt stated the first two tasks the Finance Director will be undertaking is getting a handle on the audit process and reviewing software packages for the city. STRATEGIC PLAN, FINAL DRAFT. Todd Gerhardt reviewed the final draft of the 2005 Strategic Plan Issues and highlighted the changes made in priorities. He stated staff will bring back a time table with the completed list. Mr. Gerhardt and Mayor Furlong will be meeting with Senator Ortman and Senator Hoppe regarding the possibility of receiving funding assistance for road projects in the city, and will invite them to attend a future work session. Mayor Furlong questioned if there should be something highlighted under the Housing category. Councilman Lundquist stated there are some housing elements associated with the Highway 212 land use and design. Mr. Gerhardt alerted the council members to the fact that there’s a development group looking for a 120 acre site to locate an active senior development. Staff is advising against having one use on such a large parcel of land. Councilman Peterson asked that staff keep the council informed about what developers are looking for as far as development options in the city. REVIEW PUBLIC SAFETY OPEN HOUSE. Justin Miller reminded the City Council of the Public Safety Open House which will be held on th Thursday, February 17 from 5:00 to 7:00 p.m. and reviewed the format of the meeting. He invited any council members to attend. Councilman Lundquist asked staff to explain the “calls for service” versus criminal statistics from the City of Champlin. DISCUSS COOPERATIVE AGREEMENT WITH MNDOT FOR LYMAN BOULEVARD AND HIGHWAY 212, PROJECT 03-09-02. Paul Oehme stated staff was looking for feedback regarding the Cooperative Agreement before MnDot lets the project in early March. Staff is recommending approval of the option with a lump sum agreement versus percent payment based on bids. He provided rationale for that recommendation. Todd Gerhardt clarified the MnDot’s time line associated with this project. City Council Work Session – February 14, 2005 Councilman Lundquist asked staff to clarify how this item related to item 1(e), Order 2005 MUSA Improvements to the Built in Conjunction with TH 212, Project 04-05. DISCUSS ROADWAY AGREEMENT WITH CARVER COUNTY REGARDING LYMAN BOULEVARD. Todd Gerhardt reviewed the updated draft and presented the city’s interpretation of the agreement language versus the County’s interpretation. Roger Knutson reviewed the history and wording of the new agreement versus the old Master Agreement. He stated the new agreement will set precedent for the city in future road projects with the County. Mayor Furlong asked staff to explain typical funding scenarios between cities and the county. Todd Gerhardt explained how the City needs to be thinking about the future upgrade of Lyman Boulevard west of this project as a future city project. This item will be back on the consent agenda for approval at the th February 28 City Council meeting.
