1981 06 29 I I I SPECIAL COUNCIL MEETING AND CONTINUATION OF BOARD OF REVIEW MEETING JUNE 29~ 1981 Acting Mayor Neveaux called the meeting to order with the following members present: Councilmen Geving and Horn. Mayor Hamilton and Councilwoman Swenson came late. Craig Zinter, Carver County Assessor, and present to respond to questions raised during 1981. Motion seconded by Acting Mayor Neveaux. The following voted in favor: Acting Mayor Neveaux and Councilman Geving. Councilman Horn voted no. Motion carried. Councilman Geving moved to leave all the beach lots identified as, 25-72-000-0020, 25-78-000-0013, and 25-64-000-0001, remain as of 1980 estimated market value. The County Assessor rework all beach lot figures across the board for valuation in 1982 as proposed by Mr. Zinter. Motion seconded by Acting Mayor Neveaux. The following voted in favor: Acting Mayor Neveaux and Councilman Geving. Councilman Horn voted no. Motion carried. Mayor Hamilton came at this point in the meeting. Councilman Horn moved that due to the fact that the street and utilities have not been accepted by the city that Lots 1 and 2, 4 through 9 and 12 and 13, Sunnyslope Addition be placed at the 1980 estimated market value and Lots 10 and 11 be set at $8,000 each estimated market value. Motion seconded by Councilman Geving. The following voted in favor: Mayor Hamilton, Councilmen Neveaux, Geving, and Horn. No negative votes. Motion carried. Council Meeting June 29, 1981 -2- Councilman Horn moved that with the exception of properties that have had improvements on them; i.e. 25-48-100-0018, 25-42-000-0218-000, and 25-06-000-0184, the Council keep all properties at the 1980 estimated market value until the Council can get a handle on what the formula's are, what the areas are that have been covered, and ho~v the equalization works in areas that are physically valued. 25-05-000-0181 - John Ziegler 25-02-000-0075 - James VonLorenz 25-78-000-0005 - Charles Crompton 25-08-000-0217 - Eugene Fuss 25-05-000-0179 - Charles Lawson 25-02-000-0066 & 25-02-000-0070 - A1 Harvey 25-13-000-0387 - Norman Grant 25-06-000-0182 - Barbara Head1a 25-08-000-0196 - Ed Worm Motion seconded by Councilman Geving. Councilman Geving moved to accept the Assessor's recommendations to reduce parcel 25-48-100-0029 to 7,500 and parcel 25-48-100-0018 to 192,400 and classify parcel 25-48-100-0031 to tax exempt status. Motion seconded by Councilman Neveaux. The following voted in favor: Mayor Hamilton, Councilmen Neveaux, Geving, and Horn. No negative votes. Motion carried. Councilwoman Swenson came at this point in the meeting. Councilman Geving moved to accept the Assessor's valuation of $34,400 on parcel 25-42-000-0225 and leave parcel 25-42-000-0218 with an estimated market value of 95,700. Motion seconded by Councilman Neveaux. The following voted in favor: Mayor Hamilton, Councilwoman Swenson, Councilmen Neveaux, Geving, and Horn. No negative votes. Motion carried. Councilman Geving moved that parcel 25-06-000-0184 have an estimated market value for land of 23,175 and buildings of 104,400. Motion seconded by Councilman Neveaux. The following voted in favor: Mayor Hamilton, Councilmen Neveaux, Geving, and Horn. Councilwoman Swenson abstained. Motion carried. Councilman Geving moved to designate the following properties as agricultural classification for 1981 valuation: 25-06-000-0182 - Barbara Head1a 25-05-000-0181 - John Ziegler 25-06-000-0184 - Howard Hallgren 25-05-000-0179 - Charles Lawson 25-02-000-0066 - A1 Harvey 25-02-000-0070 - A1 Harvey 25-08-000-0196 - Ed Worm The Assessor's recommendations for the following parcels be approved: 25-07-000-0188 - Seymour Trumble 25-08-000-0216 - Timothy Fisher 25-08-000-0199 - Charles Lane Motion seconded by Mayor Hamilton. The following voted in favor: Mayor Hamilton, and Councilman Geving. Councilmen Horn and Neveaux voted no. Councilwoman Swenson abstained. Motion failed. ~ ,,- Councilman Horn requested that entire Carver County be governed with the same criteria as applied in Chanhassen for hobby farms. Hearing closèd at 10:45 p.m. SHOOTING BAN ORDINANCE: Several members of the Ad Hoc Committee as well as other interested persons were present. Councilwoman Swenson moved to accept the recommendations of the Ad Hoc Committee and incorporating the changes discussed tonight being: Section 1.02 (1) Applications for private bow and arrow ranges shall be approved by the City Manager after being advertised in the newspaper, notification of adjacent property owners and approval by the Sheriff's Department. If there are objections to the proposed range, the application will be presented to the City Council for action. Section 2.05. Including dog training. Section 2.07 (2). A one-year permit may be issued by the City Council to an owner/lessee of land zoned as agricultural for the slaughter of domestic animals. Section 2.08. Weapon Permits shall be personal to the applicant, and shall not be transferable from one person to another, or from one style weapon to another, or from the location for which the subject weapon permit was issued, and no applicant shall use the subject weapon for purposes other than those specifically described in the permit therefor. Section 3.01 (b) That part of the City of Chanhassen bounded by Pioneer Trail on the north, the western city boundary on the west~ to the Chicago Northwestern Railroad Tracks on the south, to Bluff Creek Drive heading southeasterly to Highway 212 and to Highway 101 on the east. Section 3.01 (g) Establish a separate section for Dog Training eliminating the necessity for a permit. Section 3.01 (f). The plat of The Hesse Farm lying west of State Highway 101. Section 8. The City of Chanhassen shall send out written notices to adjacent property owners not less than 10 days prior to the commencement of the monitored hunting period. Motion seconded by Councilman Horn.
