1981 08 13 I I I SPECIAL CHANHASSEN CITY COUNCIL MEETING AUGUST l3~ 1981 Mayor Hamilton called the meeting to order with the following members present: Councilwoman Swenson. Councilmen Neveaux. Geving. and Horn. AWARD OF BIDS - TAX INCREMENT BONDS: RESOLUTION #81-28: Councilman Neveaux moved the adoption of a resolution authorizing the sale of $4.715.000 general obligation tax increment bonds of 1981. series A to Bancnorthwest and First Bank of Minneapolis at an interest rate of 11.999% with application of bond proceeds modified to $100.000 to debt service fund from land acquisition fund. Resolution seconded by Mayor Hamilton. The following voted in favor: Mayor Hamilton. Councilwoman Swenson. Councilmen Neveaux and Horn. Councilman Geving voted no. Motion carried. INSTANT WEB CONTRACT AMENDMENT: Councilman Horn moved to approve the Instant Web Contract amendment. Motion seconded by Mayor Hamilton. The following voted in favor: Mayor Hamilton. Councilwoman Swenson. Councilmen Neveaux and Horn. Councilman Geving abstained. Motion carried. FOX CHASE: Mayor Hamilton stated his desire to be a part of future Fox Chase plan reviews and requested no council review in his absence (4 weeks minimum). Councilwoman Swenson, Councilmen Geving and Neveaux concur with the Mayor's request. PAULY PIG ROAST: Discussion of Pauly's need for a variance to ordinance restricting outside consumption of food and liquor on Sunday. August 16th, behind Pauly's between 3:00 p.m. and 7:00 p.m. One hundred fifty people are expected and only keg beer will be served outside. The City Manager recommended approval with the following conditions: 1. Roped off area. 2. Beer only outside. 3. 3:00 p.m. - 7:00 p.m. only Councilman Neveaux left the meeting at this time. Councilwoman Swenson moved to approve the permit for the Pauly Pig Roast. Motion seconded by Councilman Horn. The following voted in favor: Mayor Hamilton, Councilwoman Swenson. Councilmen Geving and Horn. No negative votes. Motion carried. BUDGET DISCUSSION: The City Manager presented a brief general overview of the 1982 City Budget for the purposes of initial Council discussion. No formal action was taken.
