SPECIAL CHANHASSEN CITY COUNCIL MEETING, SEPTEMBER 28,1981 Acting Mayor Neveaux called the meeting to order with the following members present: Mayor Hamil ton, Councilmen Horn and,'Geving. Councilwoman Swenson- was absent. 1981 NORTH SERVICE AREA REASSESSMENT: Acting Mayor Neveaux chaired this portion of the meeting. Mr. and Mrs. Sewall Osgood, Steve McCormick, and Roy Leach were present. Mayor Hamilton state~ that since he was not present at the earlier meetings, he would not vote on a motion. The Assistant City Attorney gave a report on his meetings with the property owners. Two of the property owners are agreeable to the settlement as outlined at the September 8, 1981, Council meeting. He suggested five options for the Council to consider. 1. Abandon both the reassessment the availability charge format, paying the project shortfall from the general revenue fund. 2. Adopt the 1981 reassessment roll as presented by the City Engineer on September 8, 1981. 3. Sign an availability charge agreement with Bonthius/Leach containing both a "due on sale" clause and "due on subdivision" clause, and adopt the 1981 reassessment roll as to the other 11 parcels. 4. Sign availability charge agreements (containing only a "due on subdivision" clause) with as many property owners as possible and assess all non-signing parcels. 5. The City take action to unilaterally impose an availability charge. RESOLUTION #81-36: Councilman Geving moved the adoption of a resolution for the City to impose a unilateral availability charge on all the 1981 North Service Area Reassessments with such language to be developed by the City Attorney including "due on sale" and "due on subdivision" clauses. With all interest accuring to the amount of the availability charge until the ultimate due date. The City Attorney consider the Bowen situation as a separate matter. Said resolution to be submitted to the Council at the earliest time. Resolution seconded by Councilman Horn. The following voted in favor: Acting Mayor Neveaux, Councilmen Geving and Horn. Mayor Hamilton abstained. Motion carried. Mayor Hamilton chaired the remainder of the meeting. PROPOSED 1982 BUDGET: Mayor Hamilton suggested changes in the format of the budget to make it easier to understand and to be administered. There should be four areas of accountability for the budget; Council, City Manager, City Engineer, and Community Services Director. Categories, such as Office Supplies, should be consolidated under the four areas as previously stated. Councilman Neveaux stated he would like to see totals for each category which could be compared with the total for each department. Councilman Geving presented his ideas on what he would like to see for next year. 1. Allover-time will be highly scrutinized by each department head and only approved by the department head. A great deduction in travel for trainíng and conferences of all kinds, including managerial conference, fire department conferences, etc. No major new equipment purchases should be planned for the fiscal year except for that piece of equipment that was destined for a fire truck for the north area. All employees should be doing other work with position descriptions which would include "and other work as assigned". The Assistant Public Works Director be transferred to the Maintenance Building. Have a maternity leave policy. Reduce Equipment Rental category. Reduce services in the area of snow plowing. Eliminate part-time clerical and utility maintenance type jobs. Council Meeting September 28, 1981 -2- 10. 11. 12. Have Chanhassen young adults hired for summer employment. Maintain a master copy of the approved budget in the Council Chambers. Pare the budget down considerably in the Diseased Tree Department by eliminating the planting of trees and the maintenance of the program and more the Forester to the Park and Recreation Department to mow lawns and plant trees from the City Tree Farm. Move the Waconia Ambulance Service to hours that would benefit the City most. Delete the half mill increase in the fire department relief association. Reduce the amount of street sweeping. I 13. 14. 15. Mayor Hamilton will meet with the City Treasurer prior to the October 5 budget public hearing. Councilman Horn voted in favor: votes. Meeting moved to adjourn.
