1981 10 21 I I I JOINT CITY mUI:\J2IL/PLANNING CCMMISSION MEEI'ING October 21 r 1981 A special joint City Council/Planning Carmission meeting was called to order by Mayor Hamilton on October 21, 1981 at 7:30 p.m. The following members were present: Mayor Hamilton, Councilmen Neveaux, Horn, Swenson and Geving. Planning Corrmissioners Present were: Jim Thanpson, Ladd Conrad, Howard Noziska, Walter Thompson, Michael Thanpson and Carol Watson. Art Partridge was absent. Staff present were: Don Ashworth, City Manager; Scott Martin, Cormnunity Developnent Director; Bill Monk, City Engineer. Also present were: Mark Koegler, Schoell and Madson; Ronald Whipperman, Robert Schultz and Robert Taylor fran Minnetonka, Inc.; David Sellergren, Al Klingelhutz and several other interested citizens. PROJECT DISCUSSION: Mayor Hamilton reviewed a previous meeting with Minnetonka, Inc. regarding the possibility of their firm locating on the Dunn property east of Lake Arm Park on the site of the "Chaparral on Lake Arm" PRD. A ¡;::.oIl of City Council/Planning Corrmission mEmbers regarding their feelings towards rezoning of this site for Minnetonka, Inc. was conducted at the request of the Minnetonka, Inc. officials: Mayor Hamilton - "I like the idea and feel we must expedite the plan review process. I am willing to schedule special meetings as needed." Councilman Neveaux - "I am receptive to the idea as long as the 'campus business I idea is used. I would encourage the developer to proceed with the preparation of plans." Jim Thompson - "I prefer Minnetonka, Inc. 's location on the property over the Chaparral developnent. I think the campus style developnent would be fantastic, however, I feel we need a new east/west service road to serve Lake Arm Park fran Powers Blvd." Councilman Geving - "I am encouraged by the new proposal. We must be prepared to move swiftly in approval of plans and be assured of receiving the same lands in park dedication as previoW?ly agreed to by Ed Dunn and New Horizon Homes. I am concerned about the future of the proposed canmercial comer in the southeast comer of the site at Powers Blvd. and Highway 5 and about the road systEmS serving the park and the overall site." Ron Whipperman - "In reference to the canmercial comer at Powers Blvd. and Highway 5, no developnent is planned in this area, but it would be purchased by Minnetonka, Inc. and rezoned as a part of the overall plan." Howard Noziska - "I think this site is a good alternative, however, there is a need for a frontage road to serve Lake Arm Park." Councilman Horn - "I have a positive reaction to the proposal and feel it fits in with the overall city plans. It is a better proposal than the Chaparral developnent." Ladd Conrad - "I agree that the pro¡;::.osal is consistent with the recanmendation Comprehensive Plan." Councilwoman Swenson - "I feel it is a good plan. I believe we should get Park access fran a new east/west road on the north line of the Minnetonka, Inc. parcel instead of a frontage road along Highway 5." JOINT CITY COUNCIL/PLANNING COMMISSION MEETING - October 21, 1981 -2- MINNEI'ONKA, INC. PROJECT DISCUSSION, CONTINUED: Carol Watson - "I am glad to see that Chaparral isn I t going on the property. I Minnetonka, Inc. has a nice idea as long as the property north of the Minnetonka, Inc. site rEmains as a low density residential area (single family hanes) ." Walter Thanpson - "I am concerned about park dedication. Minnetonka, Inc. 's pro¡;::.osal is a very ¡;::.ositive addition to the City." Michael Thanpson - "I see sane problems in changing residential property to industrial zoning. There is no proper zoning in the existing ordinance. I will withhold a strong opinion until public input is received. 11 Scott Martin - "The P-4 District can be applied to this proposal, with specific limitations on the extent of developnent on the property built into the developnent contract." Walter Thanpson - III feel there must be a definite delineation between the campus business project area and the residential neighborhood to the north." No action was taken at this time as many issues need to be resolved before final approvals can be considered. Robert Taylor from Minnetonka, Inc. commented that their building would be the nicest building in Chanhassen and, would be architecturally perfect. I Councilman Geving stated that he is encouraged with Minnetonka IS res¡;::.onse to meet with affected neighborhood groups immediately in order to get their support. COMPREHENSIVE PLAN REVIEW: Mayor Hamilton requested that the Council and Planning Corrrnission only review those sections of the Comprehensive Plan that pertained to issues raised by Metropolitan Council staff. Mark Koegler presented an overview of the Metropolitan Council's review of the Compre- hensive Plan. He stated there were no great surprises to staff. A point by ¡;::.oint review of the Metro¡;::.olitan Council's canments and Mr. Koegler's report of October 16, 1981 followed. Councilwanan Swenson expressed concerns about the effect of the Lyman Blvd. improvEment on the solid waste disposal site location process. Carol Watson didn r t think the City should change the classifications on County Road 17 and Lyman Blvd. if the Metropolitan Council could not require such a modification. The Council an Planning Commission agreed to retain the existing functional classifications of both roads, and agreed to discuss these issues with Chaska and Carver County in the future. The 1980 Metro Agricultural Preservations Act was discussed, with copies of brochures describing the act distributed at the meeting. I The location of the proposed 1990 MUSA Line was discussed in detail. The Metropolitan Council staff said that at least 261 acres of land from the proposed MUSA area must be deleted in order to meet their requirements for 1990 land dEmand. I A motion was made by Councilman Horn and seconded by Councilman Neveaux to accept the Canprehensive Plan with the modifications required by the Metr0I;x:Üitan Council, with the exception that the agreed to 1977-78 MUSA Line based on the legally described MUSA Line approved as part of the Interim Saver Policy Plan should be shONn as a dotted line on the modified Plan and that the correspondence received by the City fran property owners affected by the modification of the original MUSA Line should be sul:mitted to the Metropolitan Council with the Plan revisions. The following voted in favor thereof: Mayor Hamilton, Councilmen Neveaux, Geving, Horn and Swenson. Planning Corrmissioners: Jim Thanpson, Walter Thompson, Ladd Conrad, Howard Noziska. Carol Watson and Michael Thompson voted no. Motion carried. At this ¡;::.oint, the meeting recessed for approximately 30 minutes. Following the recess, a motion was made by Councilman Neveaux and seconded by Councilman Horn directing City staff to proceed with ordering a feasibility study for the establishment of an econanic developnent district for the proposed Minnetonka, Inc. site. The following voted in favor thereof: Mayor Hamilton, Councilmen Swenson, Geving, Horn and Neveaux. CITY STAFF SALARY REVIEW: Mayor Hamilton requested the City Manager to prepare a listing of recanmended salary increases for each city employee, including recOImlendations from the Department Heads. I A special meeting of the Council was scheduled for Thursday, October 29 at 7: 30 p.m. in the Council Chambers. A motion was made by Councilwoman Swenson and seconded by Councilman Neveaux to adjourn the meeting. Motion unanimously approved. TIME: 11:15 p.m. Don Ashworth City Manager I
