Vehicles
Attached is a list of vehicles owned by the city, who operates them, and how joint
usage occurs, Harold Brose will be present Monday evening to discuss
parameters used in determining when a vehicle should be replaced, i.e. usage
(miles), condition, age, resale value, etc. Two perfect examples are the two
vehicles that we recently decided to delay for one year. Unfortunately, I believe
this decision was made for a number of wrong reasons without considering the
full facts. I will be the first to admit that staff was totally at fault in not fully
presenting the facts. For example, the two vehicles proposed to be traded-in were
roughly ten years old. Each cost the city $13,000 new. Each has approximately
70,000 miles. No major expenses have been incurred with either. Their current
value is at least $3,000, meaning that our cost per year has been less than $1,000.
Harold strongly believes that their condition will significantly erode over the
course of the next year, and that they are highly subject to major repair costs.
[Note: If someone would have told me the same facts about my 1990 Taurus
station wagon one year ago, I would be kissing their feet. I have spent well over
$1,000 that I will never re-coup.] Similarly, Harold provided the same advice to
this office one year ago as it deals with the pick-up used by our Building
Maintenance Supervisor Dave Dressler. The decision to wait another year on that
vehicle was a very costly mistake. Time will only tell as to whether or not
Harold's predictions as to the current two vehicles is correct or not.
Potentially there is a chance that the city council may reconsider that decision. If
you would reconsider, I have absolutely no problem in selling the vehicles and not
consider reuse by any department.

Vehicle Replacements
1 appreciate this opportunity to respond to Council's questions regarding the necessity to
replace the building inspections and fire inspections vehicles. The short answer for each
is that these were scheduled for replacement in 1996 in the overall vehicle replacement
schedule as developed by Shop foreman Harold Brose and as a result of his speaking
with us and visually inspecting these vehicles. Harold recommended that replacing these
vehicles is the most fiscally responsible course of action. It should also be noted that
Harold and his mechanics know the condition of these vehicles inside and out because
they have performed the work on them since they were purchased.
I know that Don will support my assertion that Harold is, well, conservative. If
something does not need to be replaced, Harold would never recommend it. In the case
of the two vehicle replacements now being reconsidered, they do need replacement, not
just because they have reached a predetermined date for replacement. This only serves
as a guide. The building inspection vehicles have mechanical problems and rust that will
only worsen with time. These are vehicles that are used daily, and the saying that we do

The fire inspections vehicle was also scheduled for replacement, and is in only slightly
better shape than the building inspections vehicle. When it was assigned to Mark Littfin
as a take home car, he kept it in his garage. It, too, is ready to be replaced. Because it is
not in quite as bad of shape, the fire department would appreciate being able to use it as
a car for an assistant chief. This was a new vehicle that had initially been put into the
budget but taken out during the paring down of the budget.
We fully realize the replacement of these two vehicles is an expense; however, we feel it
is an expense that is a fiscally responsible use of tax dollars, The building inspections
vehicles are falling apart, and the maintenance costs and continuing depreciation justify
these replacements. The replacement of the fire inspections vehicle is timely in that not
only is it time to replace it, but because of the low mileage the fire department would put

on it they can continue its life in a way that does not necessitate the purchase of a much
more expensive vehicle. This, too, seems a responsible course to follow in stewarding
tax dollars. The fire inspector position does require a vehicle, and I commend Greg
Hayes for having taken it upon himself prior to the reconsideration of this issue to
recommend the purchase of a less expensive truck than was originally included in the
budget.
STAFF RECOMMENDATION: It is the recommendation of Shop Foreman Harold
Brose; the Fire Marshal; the Building Official; the Public Safety Director; and supported
by the Fire Chief that these two vehicles be replaced in accordance with their inclusion
in the 1998 budget by accepting the bids previously submitted to council. Thank you.
