Joint Assessment Agreements, 1999-2000
Approval ofthe contract between the city and Carver County for joint assessment
of properties is attached and is recommended for approval. The 15¢ per parcel
increase is the first rate adjustment in four years (2%). I conducted a quick survey
of four Hennepin County cities and found that the average cost per parcel is
currently $25 to $30 per parcel. This figure does not include costs of computers,
software, vehicles, office space rental, etc.
I have talked with Mr. Shafer and we are both in agreement that a joint meeting
between the assessor and the city council would be highly desirous before we get
into 1999 property assessment hearings. Mr. Shafer has employed a new deputy
assessor and her introduction is also proposed for a work session in March 1999.

Enclosed is the original copy of the new Joint Assessment Agreement for the years of 1999 and 2000.
If you want to continue the association with the Assessor's Office as we have in the past, you would
do so by an approved resolution of your Board. I would suggest you act on tros as Soon as possible,
these must be returned to this office, signed by the Carver County people, and then forwarded to the
Commissioner of Revenue for that approval and acknowledgement. Hopefully al1 of this may be
completed before end January of 1999.
The Agreement wording is the same as previous years. The rate of$7.50 per valuation is an increase
of .15 per parcel. This as you wil1 recall, is the first increase in our rate per parcel in 4 contract years.
This charge is approximately 45% of the actual average cost per parcel. The county has rostorical1y
not charged the ful1 cost of asseSSment to the districts.

CONTRACT FOR JOINT ASSESSMENT
This Agreement is made and entered into by and between the
City of Chanhassen, a municipal corporation under the laws of the
State of Minnesota, hereinafter referred to as the City, and the
County of Carver, State of Minnesota, hereinafter referred to as
County.
WHEREAS, the City desires to enter into an agreement with the
County to provide for the assessment of property in said City by
the County Assessor's Office; and
WHEREAS, the County desires to cooperate with the City in
that regard; and
WHEREAS, M.S. 273.072 and M.S. 471.59 permit such an agreement
for joint assessment;
NOW, THEREFORE, in consideration of the mutual covenants
contained herein, it is agreed as follows:
1) That the City, which is situated in the County of Carver
and which constitutes a separate assessment district, shall have
it's property within Carver County assessed by the Carver County
Assessor for the assessment dates January 2, 1999 and January 2,
2000. All work done necessary to the establishment of the
estimated market value for each Carver County parcel in the City
shall be performed by the Carver County Assessor or by one or more
of the licensed assessors under his/her direction and supervision.
2) It is hereby agreed that the City and all of
agents, and employees shall render full cooperation
to the County to facilitate the provision of

3) The City shall pay to the County for the assessment of
property within Carver County the sum of Seven and 50/100 dollars
($7.50) per valuation (for the assessment of January 2, 1999) and
the sum of Seven and 50/100 dollars ($7.50) per valuation (for the
assessment of January 2, 2000) existing or created before the
closing of the relative assessment year.
4) Full payment of all claims submitted by the County Assessor
for relative assessment dates shall be received by the County no
later than November 15th of the respective years.
5) The County agrees that in each year of this Agreement it
shall, by it's County Assessor or one or more of his/her deputies,
view and determine the market value of at least twenty-five percent
(25%) of the parcels within this taxing jurisdiction. It is
further agreed that the County shall have on file documentation of
those parcels physically inspected for each year of this agreement.

6) Data Privacy. Pursuant to Minn. Stat. Chap. 13, the
parties agree to maintain and protect data received or to which
they have access. No private or confidential data developed,
maintained or received by the City under this agreement may be
released to the public by the City. The City agrees to indemnify
and hold the County, its agents and employees, harmless from any
and all claims or causes of action arising from or in any manner
attributable to any violation of the Minnesota Government Data
Practices Act by City or its agents, assigns, or employees,
including legal fees and expenses incurred to enforce this
provision of this agreement.

7) Mutual Indemnification. Unless otherwise addressed in
this Agreement, each party shall be liable for its own acts to the
extent provided by law and hereby agrees to indemnify, hold
harmless and defend the other, its officers and employees against
any and all liability, loss, costs, damages, expenses, claim or
actions, including attorneys fees which the other, its officers and
employees may hereafter Sustain, incur or be required to pay,
arising out of or by reason of any act or omission of the party,
its agents or employees, in the execution, performance, or failure
to adequately perform its obligations under this Agreement.
8) It is understood by the parties that, pursuant to M.S.
273.072, this contract for Joint Assessment must be approved by the
Commissioner of Revenue, State of Minnesota.
