DATE: RE: 2005 Citizen Survey Questions BACKGROUND The City of Chanhassen has chosen the National Research Center as the company to perform the 2005 citizen survey. Their standard survey addresses most issues facing communities, but they allow for three customized questions to be included as part of the base fee. In discussions with their staff, up to two additional questions may be able to be added, depending on space. Those additional questions would cost $500 each. During a previous council work session, staff was directed to consult with the various city commissions to generate possible topics of interest. Below is a synopsis of their recommendations: Plannin!l Commission · Is there enough housing diversity in the community? (e.g., single-family detached houses, townhouses, apartments, etc) · Should the city encourage/work creating more affordable housing? · Does the community have traffic problems? Congestion? Safety? Speed? · Should the city install traffic roundabouts as a means of addressing traffic issues? · Should the community provide more parks and open spaces? · Should the community provide more trails? · Should the community operate a municipal golf course? · Does the community provide enough commercial opportunities such as retail businesses, restaurants and commercial services? · Does the community have sufficient sidewalks? · Should the community have wireless internet? · Does the community do enough to improve water quality in its lakes and streams? · Are you aware of the proposed construction of Highway 212/312 through the community? Do you believe this will benefit or harm the community? What measures should the city be taking in conjunction with the construction of the Highway? · What is the best method for getting information to you about the city? Park and Recreation Commission · The Commission would like to continue to test the strength of support for off-leash dog areas within the City. · Would you be willing to pay $50 (choose appropriate dollar amount) a year in additional City taxes to support the construction of: Municipal Golf Course Community Center Performing Arts Space Outdoor Hockey Rinks Aquatic Center Additional Lighted Athletic Fields Field house Other · An open ended question asking how much residents value the city's current parks and trails and what they would like to see have done to improve them. RECOMMENDA TION Staff recommends that the City Council select from the following questions to be included as part of the 2005 citizen survey. The format of these questions may be tweaked somewhat after consulting with the survey experts at the National Research Center to ensure appropriate wording: 1) To what extent do you support the City setting aside a portion of current parkland for the purposes of an off-leash dog park? 2) If you had to choose one area in which you wished to see the economic development of the city grow, what would it be? (restaurants, industrial, commercial, housing) 3) To what extent would you support the City providing incentives to developers to attract affordable housing (affordable defined as what a household making $60,000 annually) within the City? 4) To what extent would you support a franchise fee, or user fee, on your gas or electric bill to help pay for City services otherwise paid by property taxes? 5) How satisfied are you with the level of service provided by the local post office? 6) To what extent would you favor the City providing a wireless internet service that would otherwise be provided by the private sector if it meant that the service would be in place sooner than the private sector is willing to provide it?
