Approve resolutions for designating and revoking of Municipal State Aid Routes,
DISCUSSION
Annually, the City is required to certify street mileage and review designated state
aid routes, The state aid routes are typically the collector and higher volume
streets that the City draws needs from. This year, an error was identified in the
way the certified mileage has been calculated in the past. It was determined that
the City was annually drawing 1.22 miles more then it should. Also, with the
2005 MUSA Area being considered for development and a collector roadway
planned, it is necessary to start drawings needs on this segment. In order to meet
the City's requirement for certification of miles, a number of state aid routes will
need to be revoked from the system.
The segments proposed to be revoked include:
1. MSAS 102 SaddIebrook Curve - Powers Boulevard CCSAR 17) to Kerber
Boulevard
2. MSAS 10S Lake Drive W. - Audubon Road to Powers Boulevard CCSAR
17)
3, Part of MSAS 113 W. 78th Street, lS7th Avenue, and W. 77th Street - TH 101
to Dell Road
4, MSAS 114 Longacres Drive - Hazeltine Boulevard (TH 41) to Galpin
Boulevard
5. MSAS 115 Galpin Boulevard - W. 7Sth Street to Longacres Drive
6, MSAS 122 Park Road - Audubon Road to Powers Boulevard (CSAH 17)

In all 3,89 miles are proposed to be revoked.
The segment proposed to be designated is:
1. The EastlWest Collector roadway (non-existing) Audubon Rd. (CSAH 15)
to Powers Blvd. (CSAH 17) - 1.18 miles.
Also, Lake Lucy Road from Galpin Blvd. to Powers Blvd currently is not
designed as a MSA route on the states system. It currently is categorized as a
local street. Lake Lucy Road was last certified as a designated state aid route in
1995 but for what ever reason was redesignated a local roadway administratively.
Lake Lucy Road can administratively be changed back to MSA route without a
Council resolution. This change needs to be made at this time so MSA funds can
be used on the proposed street improvement project this year.

The City is reviewing the current state aid designated segments and is looking for
additional needs for each segment. It is anticipated that the City's annual
allotment will not change significantly even when losing 1.22 miles of mileage in
the system because of the segment review, Removing segments from the City's
designated MSA street system does not preclude it from being redesignated in the
future. As new local streets are added to the system, more designated MSA routes
can be added or revoked segments can again be designated. Also, if the pavement
management system identifies a revoked segment that needs pavement
rehabilitation at this time, other state aid segments can be dropped and the
revoked segment can again be designated to help pay for the improvements,
At this time, staff recommends approval of resolutions for Designating and
Revoking of Municipal State Aid Routes.

WHEREAS, it appears to the City Council of the City of Chanhassen that the roads
hereinafter described as a Municipal State Aid Street under the provisions of Minnesota Laws;
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of
Chanhassen that the roads described as follows, to-wit:
1. MSAS 102 Saddlebrook Curve - Powers Boulevard (CSAH 17) to Kerber Boulevard (0.19
existing miles)

forward two certified copies of this resolution to the Commissioner of Transportation for his
consideration,

Chanhassen that the road described as follows, to-wit:
1. MSAS 125 Non-existing Road - Audubon Road (CSAR 15) to Powers Boulevard (CSAH
17) (US miles of non-existing roadway)
be, and hereby is established, located, and designated a Municipal State Aid Street of said City,
subject to the approval of the Commissioner of Transportation of the State of Minnesota,
BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to
forward two certified copies of this resolution to the Commissioner of Transportation for his
consideration, and that upon his approval of the designation of said road or portion thereof, that
same be constructed, improved and maintained as a Municipal State Aid Street of the City of
Chanhassen, to be numbered and named at a later date.
