REQUESTED ACTION
Approve quote for SCADA Electrical Improvements.
BACKGROUND
On March, 2004, staff presented Council with a SCADA Upgrade Cost Benefit
Analysis.
On December 13, 2004, Council approved an agreement with Quality Flow
Systems and U.S. Filter Control Systems, Inc. for Professional Services for the
SCADA System - Phase 2 project (PW307D). Council also authorized the
advertisement for bids for furnishing hardware related to the SCADA
improvements.
On February 28, 2005, Council accepted bids and awarded the contract for
SCADA Hardware.
DISCUSSION
In the December 13, 2004 Council background, staff identified necessary
electrical work to complete the installation of the SCADA system. This work
includes installation of mast arms for antennas, installation of RTU units, sensors
for doors, flood, temperature, etc., and relocation of existing electrical wiring to
facilitate installation of new SCADA units. On February 4,2005, staff received
quotes for this work. Staff anticipated including these quotes along with the
award of the SCADA Hardware bid. However, the quotes received were higher
then anticipated. Staff reviewed the scope of work and identified items that City
staff could do with our forces. Once the new scope of work was identified, staff
resolicited quotes from qualified local electrical contractors for this work.

Al Electric has worked for the City of Chanhassen in the past and their work has
been satisfactory. Staff recommends awarding the electrical improvement quote
to Al Electric Services at this time.
The Al Electric Service quote is within budget as identified in the December 13,
2004 Council background. This is the last Council authorization needed prior to
installing the new SCADA system.
