The City Council is requested to approve a Consultant Work Order with Kimley-
Horn and Associates in the amount of $122,635 for engineering services on City-
related improvements for the upcoming TH 212 project.
BACKGROUND
On July 28, 2003, the City Council adopted a resolution supporting the
accelerated funding of new TH 212.
On March 22, 2004, the City Council adopted a resolution granting Municipal
Consent of the TH 212 project.
DISCUSSION
The TH 212 project consists of the design and construction of a four-lane arterial
highway. The project in Chanhassen generally consists of roadway, trail,
screening/noise berms, noise walls, ponds, signals, lighting, signing, and bridge
construction. Additional major responsibilities include but are not limited to
environmental coordination and utility improvements. Traffic control scheduling
and maintenance of traffic plan review is also a part of the scope.
MnDOT has hired a Vérification Consultant (VC) to review plans and
specifications produced by the Design-Build (DB) team and are also under
contract for inspection of the entire project, including the City of Chanhassen
improvements, Based on the City's experience with TH 5 improvements and due
to the complexity, amount and tight schedule of the TH 212 project, staff is
requesting to have additional oversight of the design and inspection services, City
staff does not have anyone internally that can be dedicated to the plan review and
inspection of the project. Since the TH 212 project is only 30% designed, many
changes are anticipated and will need to be worked out in a relatively short
amount of time. The contract for TH 212 states that the local agencies will have
10 days to review and comment on plans submitted, This includes drainage

calculations, traffic issues, bridge design, utility improvements, etc. Again, staff
does not have anyone that can be dedicated to this oversight.
In anticipation of the upcoming design and construction process, staff recently
solicited proposals from two of the engineering firms in the City's pool. The
following table lists the proposals that were received from the two firms:

It is staff's opinion that the low cost from Kimley-Horn can be attributed to their
experience in the area of TH 212 from the Municipal Consent process and
AUARlMUSA projects. Kimley-Horn's proposal includes design verification,
construction inspection, and meetings related to the various City-related
improvements of TH 212. Also, Kimley-Horn has worked on the utility
improvements for the 2005 MUSA area to be built in conjunction with the TH
212 project.
The goal of the work order is to provide the City of Chanhassen with oversight for
the design and construction inspection in all procedures associated with the design
and construction of the City of Chanhassen projects. The Consultant will work
with City staff, MnDOT, the VC, and the DB contractor to verify the City's
portion of the project is constructed in reasonable conformity with Chanhassen' s
standard details and specifications. Assistance with coordination of traffic
maintenance work will also be required.
The contract will be over a 3-year period on an as needed basis, This averages
out to approximately $41,000 per year. The consultant will be required to submit
time sheets verifying the hours worked on the project. Staff will review these
time sheets for accuracy.
Funding for this project was budgeted for in the 2005 CIP as Project #ST-014.
