REOUESTED ACTION
Call Municipal Consent Public Hearing for TH 101 Gap Project for April 25,
2005.
BACKGROUND
At the February 23, 2004 work session, staff updated Council on the TH 10 1 Gap
project. The update included the proposed alignment of the roadway and costs for
the project.

with cost splits.

On August 10, 2005, City staff and MnDOT held an open house to discuss and
receive feedback about the proposed project.

On January 11, 2005, City staff and MnDOT held an open house to discuss and
recei ve feedback about the proposed project.
On January 24, 2005 City staff updated the Council on the most recent design
issues, city costs, schedule and feedback received from the pubic at the open
house held on January 11,2005.
DISCUSSION
The TH 101 GAP project is proposed to address system continuity and safety
issues along TH 101. TH 101 from TH 5 to Lake Drive is currently a 4-lane
divided highway. In conjunction with the TH 212 improvements, TH 101 will be
realigned, and widened to a 4-lane roadway section from 86th Street to Lyman
Boulevard. The TH 101 GAP project will complete the 4-Jane widening project
so a consistent roadway section will exist from TH 5 to Lyman Boulevard. The
design calls for realigning and expanding about Y2 mile of TH 101 from Lake
Drive to 86th Street to four lanes. The alignment of the roadway will meet state

standards for horizontal and vertical alignments. A portion of Riley Creek is
planned to be realigned to facilitate the widening of the roadway. A pedestrian
underpass is proposed at the current pedestrian crossing to improve pedestrian
safety.
A right-in right-out access is proposed at Mission Hills Lane. This access is
proposed due to the long roadway dead end in this neighborhood. Currently, the
Mission Hills area has over 255 living units in this development with only one
access point, 86th Street. Also, Mission Hills Lane is over a 2500' long dead end
roadway. The City Code, Sec. 18-57, states "The maximum length of a street
terminating in a cul-de-sac shall be determined as a function of the expected
development density along the street, measured from the centerline of the street of
origin to the end of the right-of-way". Staff recommends a second access point
based on the development density based upon the present and anticipated
development density in this area. The proposed access point on Mission Hills
has always been planned when TH 101 was improved. The proposed connection
was included in the Mission Hills development contract at the time of
development. Staff also drafted a traffic study which supports an additional
connection to Mission Hills.
Old TH 101 will be a dead end street and have a cul-de-sac constructed on the
north end. Access will be provided off of Lake Susan Drive. Old TH 101 will
also be reconstructed and is planned to be urbanized with concrete curb and
gutter. The stormwater in this area will be treated at the new stormwater pond by
Riley Creek.
At the neighborhood meetings staff held, property owners were concerned about
many aspects of the project. The main issue was the second access to Mission
Hills. Another concern was the lack of landscaping MnDOT was planning for
this project. MnDOT is not planning any berming, screening walls, or
landscaping in conjunction with this project. The environmental document
written for this project did not identify any mitigation requirements for visual or
noise requirements. The City could request additional screening work included in
the project or have City forces perform this work. One resident on TH 101
requested a connection to new TH 10 1 at 86th Street making this intersection a 4-
leg intersection. Because new TH 101 is in close proximity to the old TH 101 at
this intersection, traffic conflicts would be anticipated. Also, cut through traffic
from TH 101 to Lake Susan Drive would be anticipated. Carver County and
MnDOT are not in favor of making this connection. Old TH 101 will be a long
dead end street with a cul-de-sac, however, there is not a location along the
roadway where a safe secondary access point can be made.
