Planning Department
. The Spring Brush Drop-Off Day
was held on May 2 at Lake Ann
Park. On that Saturday morning,
residents could bring leaves, grass,
brush, and wood (but not lumber)
and dispose of it for no cost. The
materials will be composted at a
site in Chaska. The event was
paid for through the annual Solid
Waste Abatement Grant from
Carver County. The event ran
from 8 a.m. to 12 noon and started
with a line of cars waiting at
7:45 a.m. and residents still corning
after noon. Jill Sinclair and Duane
Goetze supervised the site through-
out the day and said numerous
residents came up to say "thank
you" for having the event. Jill.said
a number of residents would like to
see more than one drop-off day in
the spring. All-in-all, the event .was
a success and well-used by resI-
dents.

Updates from City Hall--May 14, 1998
Public Safety Department
· Graduation of the first Citizens
Police Academy was held on May
13 with participants giving it rave
reviews.
· Summer safety camp plans have
been finalized.
· Another review of the Highway 5
semaphores reinforced an unusually
high percentage of red light violators,
which officers are starting to work
extra time on.
· Bicycle helmet sales continue well
with purchasers being supplied wi~
crime prevention and safety matenal.
· A multi-agency truck enforcement
effort last week orchestrated by the
State Patrol Truck Enforcement
Division was very successful.
Public WorkslEngineering
. City has been approved to conduct
Phase n of the traffic signal conver-
sion to LED display for the traffic
signals on Trunk Highway 5. Pro-
gram is being funded by NSP.
Park & Recreation Department
. I was out for a walk along the trail
in Lake Ann park when I saw picnic
tables being thrown off the second
story picnic shelter. I confronted the
juveniles and contacted the Carver
County Sheriff's office. Report
taken - offenders on the hook for
approximately $600.00 in damages.

· It was a GREAT feeling to present
recommendations for awardofbids
for the park and trail projects to the
City Council! Ithasbeenalonnnnnng

· Tree removal is underway at City
Center andBandimere Parks. City
Centerwil1 see significant removal in
the center and northwest comerofthe
park. Trees are being removed at
Bandimere to allow for sight 1ines on
Highway 101, in the outfield of a
ballpark, and in a small area near the
futureconcessionbuilding. Theneed
to mass grade and install stonn sewer
at both locations necessitates these
removals. Those trees that could be
transplanted have been moved off site.
A tree removal map is available in the
park and recreation office.
· Construction activity on both the
1998 trail project and community park
projects will start on May 18"'.
· The May Park & Recreation
Commission meeting has been
cancelled because ofa lack of
signficantitems.
Finance Department
· Tautges, Redpath & Co. have
completed the first week of audit
field work. All appears to be on
schedule.
Administration
. Work Session Reminder: Our
next work session is set for Thursday,
May 21,5 p.m., ChanhassenFire
Station.
The first item will be various reports
presented by Springsted. A letter
outlining the history of what has been
completed during the last 6-12
months, the official statement for the
upcoming issue, as well as tax incre-
ment projections are anticipated to be
presented by Mr. MacGillivrary.
Should Dave be able to courier those
documents to this office prior to this
packet being distributed, they will
become an enclosure. Otherwise,
Mr. MacGillivrary will have them
directly mailed to council members. I
am in hopes that Ron Batty (Kennedy
and Graven, TIP legal expert) and
Rob Tautges (auditor) will be able to
attend. This group has met every two
weeks for nearly one year to resolve
the TIP dilemma.
The second part of our Thursday
meeting will be with Jim Brimeyer
regarding strategic planning. Attached
please find a summary of what Jim is
suggesting as topics for that meeting.
. Sirens: On May 21 st, representatives
ofFederal Siren will be in town between
3:00-5:00p.m. They will be studying
means by which overlapping can be
reduced and whether the overall number
of sirens can be reduced. I would
anticipate that that meeting will include:
How to prioritize; Can all of the sirens
be installed with a delayed payment
plan?; Can they be bid with a guaran_
teed price that would be good for a one
yearperiod of time?; Can we initially let
5 with the ability to add to that if a
detennination is made that tax increment
is available during the course of the next
two months?; etc.
Council members are welcome to
attend the discussion between 3 :00-
5 :00 p.m. It is anticipated that the
results of that meeting will be relayed
to the Public Safety Commission who
will be meeting at 7 p.m. that evening.
I have asked the Villager, in next
week's paper, to advise people that if
they would like the latest news regard.
ing sirens that they are welcome to
attend the Public Safety Commission
meeting. However, this will be an
informational meeting only as the
report will have to be verbal. The
Villager's notice will also advise
residents that decisions regarding
prioritizing initial siren insta1lation,
delayed payment plans, etc., will be
considered by the city council on May
26 at 6:30 p.m.
Assuming that we are able to receive
answers in regards to the timing,
phasing, delayed payment, etc.,
notification of the city's intent to
receive bids will be sent to the
newpaper next Wednesday. We
would still have time following the Ma)
26th meeting to modifY the specifica-
tions if something is brought out on
Monday that needed to be included in
the specifications.
