1978 01 09 I I J SPECIAL CHANHASSEN CITY COUNCIL MEETING JANUARY 9, 1978 Mayor Hobbs called the meeting to order at 7:30 p.m. with the followinq members present: Councilmen Pearson, Geving, and Waritz. Councilman Neveaux was absent. APPROVAL OF AGENDA: Councilman Pearson moved to approve the agenda with the following additions: 1. Review public meeting schedule - referendum. 2. January 16 reqular meeting date - reschedule. Motion seconded by Councilman Geving. The following voted in favor: Mayor Hobbs, Councilmen Pearson, Geving, and Waritz. No negative votes. Motion carried. AWARD OF BIDS - RIDING MOWER: The city received three bids ranging from $3,550 - $3,761.01. Specifications were discussed with staff noting that the low bid met such specifications. Councilman Pearson moved to award the low bid from Thurk Body and Implement in the amount of $3,550 for a 1978 Allis Chalmers riding mower. Motion seconded by Councilman Geving. The following voted in favor: Mayor Hobbs, Councilmen Pearson, Geving, and Waritz. No negative votes. Motion carried. AWARD OF BIDS - CHAIN LINK FENCE: Staff presented copies of bids received and noted that the low bid met city specifications. Councilman Geving moved to award the low bid to Century Fence in the amount of $2,347.00 to fence the second ball field at Lake Ann Park. Motion seconded by Councilman Pearson. The following voted in favor: Mayor Hobbs, Councilmen Pearson, Geving, and Waritz. No negative votes. Motion carried. MINUTES: Councilman Waritz moved to approve the December 19,· 1977, council minutes. Motion seconded by Councilman Geving. Councilman Pearson moved to note the December 6, 1977, Park and Recreation Commission minutes. Motion seconded by Councilman Waritz. Council Minutes January 9, 1978 -2- METROPOLITAN ANIMAL PATROL SERVICES: The council discussed the 1978 contract with MAPSI for patrol service. Certain problems incurred by the city this past year were discussed as·well as possible means I to insure such was alleviated in 1978. The contract, as presented, was previously approved as part of the 1978 budget. The council took no action. RULES OF PROCEDURE: Councilman Geving moved to approve the rules of procedure for the conduct of city council business. Motion seconded by Councilman Pearson. The following voted in favor: Mayor Hobbs, Councilmen Pearson, Geving, and Waritz. No negative votes. Motion carried. OFFICIAL NEWSPAPER: Councilman Pearson moved to designate the Carver County Herald as the official city newspaper. Motion seconded by Councilman Waritz. The following voted in favor: Mayor Hobbs, Councilmen Pearson, Geving, and Waritz. No negative votes. Motion carried. OFFICIAL DEPOSITORY: Councilman Pearson moved to designate the State Bank of Chanhassen as the official depository of the city and authorize the Mayor and Treasurer or Manager as authorized signatures for all city checks and the following persons be authorized to enter the safety deposit box: Mayor or Treasurer or Manager. The Mayor's and Manager's facsimile signature be used on all city checks. Motion seconded by Councilman Waritz. The following voted in favor: Mayor Hobbs, Councilmen Pearson, Geving, and Waritz. No negative votes. Motion carried. CITY ATTORNEY: Councilman Geving moved to appoint Russell Larson and Craig Mertz as City Attorney and Assistant City Attorney, respectively. Motion seconded by Councilman Waritz. The following voted in favor: Mayor Hobbs, Councilmen Pearson, Geving, and Waritz. No negative votes. Motion carried. I FINANCIAL CONSULTANT: No action was taken. ACTING MAYOR: Councilman Geving moved to appoint Councilman Neveaux as Acting Mayor to serve in the absence of the elected Mayor. FIRE MARSHAL: Councilman Pearson moved to appoint Mark Littfin as Fire Marshal for the City of Chanhassen. Motion seconded by Councilman Geving. CONSULTING ENGINEER: Councilman Waritz moved that the firm of Schoell and Madson, Inc. be designated as the Consulting Engineer for the City of Chanhassen. Motion seconded by Councilman Geving. WEED INSPECTOR: Councilman Waritz moved to appoint Mayor Hobbs as official weed inspector and Jerry Schlenk as acting assistant weed inspector. Motion seconded by Councilman Geving. FIRE CHIEF: Councilman Geving moved. to confirm the recommendation of the volunteer firemen that Jack Kreger be appointed Fire Chief. Motion seconded by Councilman Pearson. PAINTING WATER TOWER: The engineer presented a report noting that the water tower on West 76th Street has been operating since 1965 without being repaired or repainted. It is anticipated that sand blasting and patching will be required. The manager presented a financial analysis reflecting that projected funds from the water availability fund will be available to insure existing debts can be paid for from this fund as well as carrying out the estimated $20,000 painting costs in 1978. RESOLUTION #78-01: Councilman,Pearsonrooved the adòpt_ion of a resolution authorizing the çityengineer to prepare plans añd specifications and advertise for bíds for painting the water tower. Resolution seconded by Councilman Geving. The following voted in favor: Mayor Hobbs, Councilmen Pearson, Geving, and Waritz. No negative votes. Motion carried. PLANNING COMMISSION APPOINTMENTS; Councilman Pearson moved to approve the Planning Commission recommendation to reappoint Jerry Neher and Les Bridger to three year terms to expire December 31, 1980. Motion seconded by Councilman Waritz. The following voted in favor: Mayor Hobbs, Councilmen Pearson, Geving, and Waritz. No negative votes. Motion carried. TRAFFIC STUDY STATUS REPORT: Council members discussed the engineer's report of January 5, 1978. RED CEDAR POINT: The homeowners in the area requested removal of the stop signs on Juniper at the intersection with Red Cedar Point Drive. The engineer noted that the stop signs are not being obeyed therefore making the intersection more dangerous and recommended removal of the stop signs. Placement of a street light at Red Cedar Point Road and Minnewashta Parkway is recommended. Minimum speed limits of 30 miles per hour on residential streets are established by State Law. Alteration of speed limits can be made only upon authority of the Commissioner of Highways. Councilman Pearson moved to remove the stop signs on Juniper at the intersection with Red Cedar Point Drive, install a street light at Red Cedar Point Drive and Minnewashta Parkway, and include a "no through street" sign. Motion seconded by Councilman Geving.· The· following voted in favor: Mayor Hobbs, Councilmen Pearson, Geving, and Waritz. No negative votes. Motion carried. Council Meeting January 9, 1978 -4- CARVER BEACH: A petition received requests placement of a stop sign on Carver Beach Road at West 68th Street, "Caution Children at Play" signs and reduction in the speed limit. The engineer feels the I Carver Beach Road/West 68th Street intersection does warrant stop signs because of limited visibility. The State does not recommend placing "Children at Play" signs anywhere unless it is not apparent to the motorist to exert caution. Councilman Geving moved to place stop signs on Carver Beach-Road at West 68th Street and look into the possibility of installing a "Not a Through Street" sign at the entrance to Carver Beach. Motion seconded by Councilman Pearson. The following voted in favor: Mayor Hobbs, Councilmen Pearson, Geving, and Waritz. No negative votes. Motion carried. FRONTIER TRAIL: The city has received requests to install additional stop signs along Frontier Trail. The engineer feels additional signs are not warranted. SANTA FE TRAIL: Complaints of heavy traffic and speeding have been received. Homeowners suggested stop signs at Santa Fe Circle and vacating Great Plains Blvd. between West 76th Street and Santa Fe Trail. Traffic counts indicate that Santa Fe Trail does have through traffic. However, speed surveys do not indicate motorists are speeding. Vacation of Great Plains Blvd. would shift a heavy volume of traffic to West 76th Street. The Planning Commission and engineer do not recommend the vacation. Placement of the stop siqns is not warranted. The Manager would attempt to notify each of the neighborhoods as to Council action. I 1978 SALARIES: Councilman Pearson moved to approve the City Manager's recommendation of January 9, 1978, regarding 1978 salaries for full time personnel with the exception of increasing the 1978 salary of the Mechanic by $300 per year over the City Manager's recommendation. Motion seconded by Councilman Geving. The following voted in favor: Mayor Hobbs, Councilmen Pearson, Geving, and Waritz. No negative votes. Motion carried. CONSENT AGENDA: Mayor Hobbs asked if any council member wished to discuss any items on the consent agenda. As no council member questioned any items, Councilman Pearson moved to accept all consent agenda items as recommended by the City Manager. a. Municipal State Aid Agreements, State of Minnesota. Resolution #78-02. b. Tax Increment Financing. Resolution #78-03 in support of existing tax increment law. c. Appoint Jerry Schlenk and Jack Kreger to WAFTA Motion seconded by Councilman Geving.
